The City of Oshkosh is fully delegated to review Building, HVAC, Plumbing, Fire Alarm and Fire Sprinkler plans of unlimited size.

Commercial Plan Reviews
Please note that new commercial buildings and additions, industrial and multifamily buildings (3 or more units) must be submitted for site plan review prior to permit issuance. The site plan review process is started in the City of Oshkosh Planning Services Department. Please contact Todd Muehrer to start this process at tmuehrer@oshkoshwi.gov or by calling 920-236-5057.
The City of Oshkosh has been authorized by the WI Division of Industry Services to perform plan reviews for projects within the City of Oshkosh. This includes plan reviews for the following:
- Building Construction (additions, alterations level 1, 2 or 3, change of use and new construction)
- Building components (structural steel, precast, etc.)
- HVAC
- Means of Egress Illumination
- Energy Conservation
- Plumbing Systems
- Fire Alarm Systems
- Fire Sprinkler Systems
The City of Oshkosh has partnered with E-Plan Exam for Commercial Plan Review!
Plans for most projects that would normally be submitted to the State of Wisconsin (DSPS) can be submitted through E-Plan Exam using the link below.

What to Expect
- Who should submit: Designers/owners for Building, HVAC, Plumbing, Fire Alarm, and Fire Sprinkler plans as applicable under SPS 361–366 and 380–387.
- Completeness matters: Upload all required application forms, drawings. E-Plan Exam’s team will contact you regarding fees to begin review as well as verify that they have everything needed to do a review.
- Typical timeline: E-Plan Exam guarantees 15 days turn around for any plan review from the date of a full and complete submission, including fee payment. For more information, please visit Applicant Frequently Asked Questions(external).

- Plans. Please make sure to include a scanned copy of a stamped and signed title sheet.
- Supporting documentation relevant to the requested review.
- Structural calculations
- Egress plans
- Emergency lighting photometric plans
- Heat loss calculations
- Structural roof calculations for any roof top units

- Plan review fees listed on the Permit Application. Please note that the review will not start until the fees are received and all documents for the review have been submitted. Plan reviews can be paid online with debit/credit cards and checks (additional fees apply) or you may also send in a check or drop one off.
Plumbing Plan Reviews
- Plans. Please make sure to include a scanned copy of a stamped and signed title sheet.
