Assessment Type: Revaluation

2024 will be a Revaluation Year.
Wisconsin cities are mandated by the State to conduct periodic valuations of commercial and residential real estate to achieve equitable assessments.

This also ensures that the assessed values are similar to the fair market value (what you would sell your house for) or previous real estate sales. The time period between revaluations is used for updating property data.

Assessors enter information about new construction and permitted home remodeling updates. However, a revaluation year means that all commercial and residential properties’ values are updated at once. It provides a “catchup” to the marketplace to ensure all properties pay their fair share of taxes.

The last citywide revaluation was in 2017.

Tax/Mill Rate

A higher property value does not necessarily mean a higher tax rate.

The City tax rate is voted on by the City’s Common Council. Increases to the tax levy or an approved voting referendum will impact the tax rate, which means increases in your property tax can be due to reasons other than your property’s assessed value.

The Tax Rate (aka Mill Rate) = The Tax Levy / Total Assessed Values in the City of Oshkosh and Your Property Tax = Your Property’s Assessed Value x Tax Rate.

Revaluation Resources

Due to current economic conditions and the strong real estate market in the Oshkosh region, the assessed value of residential properties will likely see strong increases in 2024, regardless of whether work was done or changes were made to the property. When assessed values increase, this does not mean that property taxes increase by the same amount.

Open Book & Board of Review

The revaluation Open Book period will take place from Monday, May 6, 2024 through Friday, June 14, 2024. The BOR Hearings will begin on Wednesday, July 10, 2024 and may run through Monday, July 29, 2024 depending on the number of days needed.

COMMERCIAL NOTICE: Please note the notices of changed assessment for commercial properties and, as a result, the commercial open book period start date, have been delayed. We anticipate commercial notices will be going out the week of Monday, May 27, 2024. The commercial values will be available online as soon as possible in coordination with our contracted staff.

Legal Notice

PLEASE TAKE NOTICE: A revaluation of property assessment in the City of Oshkosh shall occur for the 2024 assessment year. The approximate date of the revaluation notices being sent to property owners is expected to be in May 2024.

Please also notice that the Assessor has certain statutory authority to enter land as described in Wis. Stats. § 943.13 and
§ 943.15. The ability to enter land is subject to several qualifications and limitations, as described within the foregoing statutes.

Copies of the applicable statutes can be obtained at public depositories throughout the State of Wisconsin, and from the State of Wisconsin Legislative Reference Bureau website or a copy may be obtained from the City Clerk upon payment of applicable copying charges.

Comparable Sales

There are a variety of factors that help our office determine the assessed value for a property.

Reviewing comparable property sales is a main source of determining property value.

For Example: A ranch home may not be comparable to a multi-story home, but another similar sized single-story home might be comparable. When real estate market values for homes and businesses change, assessed values also change.

The Assessor must recognize and keep pace with the market by analyzing and comparing transactions, using real estate websites like “MLS Listing” and also with physical inspection of properties, done by appointment with the property owner.

Annual Assessments

Annually, the Open Book review period takes place at City Hall, where property owners who disagree with their property’s assessed value can meet with staff to present their evidence and get more information about the process used to determine their property value.

Open Book is an estimated six week period in spring where property owners can meet with City staff if they have questions about or disagree with their assessed value.
