Holidays/Vacation

Holidays will be granted to the regular employees, with full pay, in accordance with any policies or labor agreement. The paid holidays are: New Year's Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Eve Day, Christmas Day, and four (4) floating holidays. Such days may be scheduled and used in the same manner as vacation days with the approval of the Department Head. Most employees are eligible for calendar holidays and "floating" or "personal" holidays.

All regular employees of the City of Oshkosh will be granted paid vacation annually. Vacation will be granted on the basis of the preceding years of service. If an employee has less than a full year of service in the preceding year, he/she will be granted vacation on a prorated basis. The time at which any vacation is granted will be subject to staffing requirements as determined by the department. Unused vacation will not be carried over into the next year unless approved by the Human Resources Office.


Retirement Savings Plan

The City of Oshkosh offers a 457 Deferred Compensation Plan. This is a supplemental retirement savings program that allows you to make contributions on a pre-tax basis. Federal, and in most cases, state income taxes are deferred until your assets are withdrawn, usually during retirement when you may be in a lower tax bracket. The employee directs how these monies are invested. The City of Oshkosh also offers a Roth IRA. This is another supplemental retirement savings program. The employee makes contributions on an after-tax basis and directs how these monies are invested.


Retirement/Pension Plan

The City of Oshkosh participates in a retirement plan known as the Wisconsin Retirement System. For additional information visit: etf.wi.gov.


Health Insurance

The City of Oshkosh shall pay a set amount per month toward the premium of the group medical benefit plan(s). This amount shall be set and modified, from time to time, by the City Manager. The City of Oshkosh, along with Winnebago County and the Oshkosh Area School District, opened the Three Waves Health Clinic and Wellness Center. The Three Waves Clinic may be used by participants of the health insurance plan of the three entities. Enrolled participants may call (920) 267-5332 to make an appointment.


Dental and Vision Insurance*

The City of Oshkosh shall pay a set amount per month toward the premium of the group dental insurance*. This amount shall be set and modified, from time to time, by the City Manager.

The City of Oshkosh offers a voluntary vision insurance. The employee pays the full cost of this benefit.

*The dental and vision plans are negotiated benefits and therefore may not be available to groups with a union contract.


Life Insurance

Employees are eligible for group life insurance equal to their prior year's annual salary, rounded up to the next thousand (e.g. for an annual salary of $9,400, the insurance coverage would be $10,000). Employees enrolled in Basic Group Life are eligible for Additional and Supplemental portions of the Group Life Plan. Under these new portions, employees have the opportunity to purchase up to four times their annual salary in life insurance at a lower group rate. Life insurance for spouse and eligible dependent children is also available.


Flexible Spending Account (FSA)

The City of Oshkosh offers a FSA, allowing employees to set aside money pre-tax which can be used to pay for qualified dependent care expenses and out-of-pocket healthcare costs, as defined by the IRS. No employment or federal income taxes are deducted from the contributions.


Income Continuation Insurance

City of Oshkosh employees can elect this insurance coverage which provides income replacement to an eligible employee who is unable to work due to a non-work related disabling illness or injury.

Benefits are paid at 75% of the employee's average monthly earnings after a 180 calendar day elimination period. Employees also have the opportunity to "buy down" the elimination period to 120, 90, 60, or 30 days at the time of enrollment by paying premium amounts that correspond with the shorter elimination periods and are based on a percentage of their salary.
