Assessment Type: Revaluation
In 2024, the City of Oshkosh recieved a notice of non-compliance from the Wisconsin Department of Revenue, triggering another revaluation 2025.
Wisconsin cities are mandated by the State to conduct periodic valuations of commerical and residential real estate to achieve equitable assessments.
This also ensures that the assessed values are similar to the fair market value or real estate sales. The time period between revaluations is used for updating property data.
Staff continually enters information about new construction and permitted home remodels. However, a revaluation year means that all commercial and residential properties' values are updated at once. It provides a "catchup" to the marketplace to ensure all property owners are paying their fair share of taxes.

2025 Revaluation Timeline for Residential and Commercial Properties
- January-June: Inspections of properties (Residential & Commercial)
- Note: Residential inspections take place at the request of property owners.
- Late March: Income/Expense Forms mailed out (Commercial)
- April-August: Input data, Refine values, Consulting with DOR on proposed values, Complete inspections (Residential & Commercial)
- September: Notices of Assessment mailed out if assessed value changed from previous year (2024 values) (Residential & Commercial)
- October: Open Book and Board of Review (Residential & Commercial)
Tax/Mill Rate
The Assessor's Office does not set the tax rate or issue your tax bill. The tax rate is a combination of the tax rates from the City of Oashkosh, Winnebago County, Ashkosh Area School District, and Fox Valley Technical College and based upon their budgets for the upcoming year. Any concerns that you have about the tax rates should be directed to the governing body for those entities.
Increases to the tax levy or an approved voting referendum will impact the tax rate, which means increases in your property tax can be due to reasons other than your property's assessed value.
The Tax Rate (aka Mill Rate) = The Tax Levy / Total Assessed Values in the City of Oshkosh
Property Tax = Your Property's Assessed Value x Tax Rate.

2024 PROPERTY ASSESSMENTS ARE NOW FINAL
The Board of Review has adjourned for the tax year 2024. This means that all 2024 assessments are now final. If you still have questions or concerns about your value, please feel free to contact us and we would be happy to review your value for the 2025 tax year.

Open Book & Board of Review
Annually, the Open Book review period takes place at City Hall, where property owners who disagree with their property's assessed value can meet with Assessor's Office staff to present their evidence and get more information about the process used to determine their property value.
Those who have already met with staff who wish to file an appeal with the Board of Review must contact the City Clerk.

PLEASE TAKE NOTICE: A revaluation of property assessment in the City of Oshkosh shall occur for the 2025 assessment year. The approximate date of the revaluation notice being sent to property owners is still being determined.
Please also notice that the Assessor has certain statutory authority to enter land as described in Wis. Stats. § 943.13 and
§ 943.15. The ability to enter land is subject to several qualifications and limitations, as described within the foregoing statutes.
Copies of the applicable statutes can be obtained at public depositories throughout the State of Wisconsin, and from the State of Wisconsin Legislative Reference Bureau website or a copy may be obtained from the City Clerk upon payment of applicable copying charges.

There are a variety of factors that help our office determine the assessed value for a property.
Reviewing comparable property sales is a main source of determining property value.
The Assessor's Office must recognize and keep pace with the market by analyzing and comparing transactions, using real estate websites like Northeast Wisconsin MLS and also with physical inspection of properties, done by appointment with the property owner.
