Otter Avenue to E Parkway Avenue

Project Overview

City of Oshkosh, in conjunction with the Wisconsin Department of Transportation (WisDOT), is currently planning for the reconstruction of Bowen Street from Otter Avenue to East Parkway Avenue. The design work is being completed under WisDOT Project 4994-01-30. The project includes the complete reconstruction of this portion of Bowen Street, including pavement and City-owned utilities. The current project schedule has construction slated to begin in 2027. The City has retained AECOM Technical Services (AECOM) to perform the design work on this project.

Current Project Phase

The design team is focusing on preliminary (30%) pavement, utility, and right-of-way corridor improvement design concepts. The design concepts will be presented at various public meetings, City Board and Commission meetings, and neighborhood associations in order to receive feedback from residents and property owners. The input and discussion received on the improvements will be used to refine the concepts and eventually move forward with a final design.

Public Involvement

City staff and AECOM design team presented right-of-way improvement layout concepts to the Transportation Committee at their January 9, 2024 Committee meeting. Various project outreach steps are actively being taken to inform those within and adjacent to the project corridor.
