HomeMy WebLinkAboutBowen_Overview_InformationWhat is Happening: The City of Oshkosh is working with the Wisconsin Department of Transportation to plan the reconstruction of a half-mile long segment of Bowen Street between Otter Avenue and East Parkway Avenue. Bo w e n S t r e e t Lake Winnebago FoxRiver Alg o m a B l v d E Irving Ave N M a i n S t Har r i s o n S t E New York Ave E Parkway Ave Merritt Ave Otter Ave Hig h A v e Bo w e n S t Esri, NASA, NGA, USGS, FEMA Oshkosh Lake Winnebago Esri, NASA, NGA, USGS 0 0.25 0.5Miles "#41 /45 Æ%44 /45 /45 Æ%21 Æ%76 /45 The project will include: • Complete removal of the existing street pavement, curbs, and sidewalks. • Reconstruction of the road and sidewalks to meet current construction standards. • City storm sewer, watermain, and sanitary sewer systems will be replaced. • Sidewalks and curb ramps will be replaced to better serve pedestrians and travelers with disabilities. • Traffic signals will be replaced at the Merritt Avenue intersection and street lighting will be upgraded throughout the project corridor. Why the Project is Needed: The street was constructed in 1969 and the concrete pavement has reached the end of its useful life, with numerous areas of cracking and settling. Bowen Street is an important route for truck, car, and non- motorized traffic, serving schools, residences, and businesses. What Might Be Changing: This project brings an opportunity to evaluate and incorporate minor changes to the street. Items under consideration include adding bicycle lanes, widening the terrace in some locations, and reconfiguring the triangle intersection of Bowen Street, Waugoo Avenue, and Mill Street to improve traffic safety, add neighborhood green space and to provide improved stormwater management for the neighborhood. Nothing is decided at this time. When Construction will Happen: Design decisions will be made over the next year, and construction is currently scheduled for 2027. The street will be closed to through traffic during construction with local access maintained for residents; no changes to transit service are anticipated at this time. What’s Happening Now: The project team is developing alternatives for replacing the pavement on Bowen Street. Construction will take place within the existing right-of-way (with the potential for small easements from private property for construction grading access). We would appreciate public input and ideas as we evaluate the options.
