Lead Line Financial Assistance Program
What is the financial assistance program?
The City has received funds from the Bipartisan Infrastructure Law (BIL) through the Wisconsin Department of Natural Resources to help fund replacement of existing private-side lead, or galvanized iron or brass that was ever connected to lead, water service lines. All properties with a lead or galvanized iron or brass, considered lead, private-side water service are eligible for 50% assistance of up to $5,400 for lead service line replacement (LSLR) plus an additional 50% assistance of up to $1,300 for concrete or asphalt restoration related to the LSLR. The maximum total financial assistance available is half of $6,700 or $3,350. The financial assistance program allows the property owner to pay the City immediately for their half of the cost or enter into a loan with the City to repay their half of the cost. Terms of the loan are two percent (2%) simple interest, up to 10 years, paid annually with property taxes and may be paid off early without penalty. Property owners are required to pay the contractor any amounts above these limits.
For properties located in Census Tracts 4, 7 or 12 (click here for map) with a lead or galvanized iron or brass, considered lead, private-side water service and non-lead public-side water service, additional funding is available. The City will direct mail information to all eligible properties within these Census Tracts.
Property owners must apply to the City for admittance into the program prior to starting the private-side lead water service line replacement and follow all requirements of the program to be eligible for financial assistance.
