Overview of the Project
The City of Oshkosh Police Department and Oshkosh Fire Department are evaluating the need for a shared Emergency Operations Center/Joint Public Safety Training Center.
The proposed facility would help the City:
- Enhance readiness for emerging threats through dedicated Emergency Operations Center space.
- Address deficiencies in current Police and Fire Department training facilities and operations.
- Provide a modern, collaborative training environment for both departments.
- Support comprehensive training that follows best practices for public safety operations.
Potential features of the facility may include indoor and outdoor scenario-based training areas, community spaces, computer labs, classrooms, and other operational improvements.
Current Status
The City issued a Request for Proposals (RFP) for a Needs Assessment for the Emergency Operations Center/Joint Public Safety Training Center on August 15, 2025.
Eight architectural firms submitted proposals. A cross-functional team of City staff evaluated the proposals using the criteria identified in the RFP, including:
- Responsiveness and proposed solution
- Professional competence and demonstrated experience with similar work
- Understanding of the project needs
- Cost
Following the evaluation, the City's review team unanimously determined that the proposal from FGM Architects, Inc. (FGMA) met or exceeded the RFP evaluation criteria.
On December 9, 2025, the City engaged FGMA to complete the Needs Assessment for the Joint Public Safety Training Facility. In early 2026, FGMA began reviewing facility needs, confirming cost estimates, and identifying potential site options.
This project currently is a placeholder in the 2027 CIP.
