Oshkosh Invites Nonprofit Proposals for 2026 CDBG Public Service Funding

The city of Oshkosh will utilize federal Community Development Block Grant (CDBG) funds to support public service grants. The Community Development Department is accepting grant proposals for Public Services Activities from local non- profit organizations for expenses expected to be incurred during the 2026 calendar year.

For more information regarding what qualifies as a Public Service Activity, refer to the Public Services category  here. All clients benefitting from the use of CDBG funds must live within the city limits of Oshkosh. The proposal must provide a direct benefit for low to moderate income residents of Oshkosh. The funds can be used for administration, supplies, materials and other costs related to the implementation and operation of a program. No applications will be accepted for startup costs or capital expenditures such as vehicles, facility renovations, and similar items.

The minimum grant request may be no lower than $10,000 and the maximum grant request may be no higher than $135,000. Other eligibility requirements include Beneficiary income and demographic tracking capabilities, as well as, financial documentation (receipts or invoices) proving expenses were incurred between January 1 and December 31, 2026.

Applications will be available for submittal on Monday, December 1, 2025 at 12:00 pm CST and are due on Monday, December 15, 2025 before 12:00 pm CST. The application will be available through Neighborly. Interested applicants must create a Neighborly “participant” login account to apply for the grant.
