Oshkosh Welcomes Two New Department Heads
Sara Rutkowski started as Community Development Director on August 24th
Darla Salinas begins as City Clerk on November 4th
The city of Oshkosh proudly announces the hiring of two new Department Heads joining the city’s leadership team. Sara Rutkowski has been promoted to the position of Community Development Director, while Darla Salinas has been hired as City Clerk.
Sara Rutkowski – Community Development Director
Sara Rutkowski started her new role on August 24, 2025. She leads the Community Development Department, which encompasses the Economic Development, Planning, Inspections, and Assessor Divisions.
• Career Path: Rutkowski was promoted to her position after serving previously as Assistant Community Development Director, and as interim Community Development Director. She previously served as the City Administrator/Clerk-Treasurer for the city of Berlin. As a licensed Attorney, she is able to complete legal research and analyze legislation.
• Academic Credentials: She holds a Bachelor’s Degree from the University of Wisconsin Oshkosh, as well as a Juris Doctorate from the University of the Pacific, McGeorge School of Law, Sacramento, California.

Darla Salinas – City Clerk
Darla Salinas will begin her role as City Clerk on November 4th. She will manage operations within the City Clerk’s Office, which includes overseeing elections, the issuance of city licenses, and maintaining legislative records for the Oshkosh Common Council.
• Background: Previously, Salinas was the Village Clerk for Fox Crossing, handling elections, licensing, and staff supervision. Her earlier career includes a position as Paralegal/Office Manager for the Berlin City Attorney’s Office.
• Education and Certification: She holds a Bachelor’s Degree in Business Management from the University of Wisconsin La Crosse. She has achieved certification as a Wisconsin Certified Municipal Clerk from the Wisconsin Municipal Clerks Association, as well as Certified Municipal Clerk certification from the International Institute of Municipal Clerks.

These new members of the leadership team are set to enhance the city’s operations and contribute to the continued growth and development of Oshkosh. City Manager Rebecca Grill shared her confidence in both appointees, emphasizing their capabilities and the valuable experience they bring to their respective roles.
