HEANEY PLAN COMMISSION RECObIIdENDATIONS: APPROVED 6-0 A GENERAL ORDINANCE OF THE CITY UF OSHKOSH AMENDING SECTION 30-2(B) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO ZONING DISTRICTS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 30-2(B) of the Oshkosh Municipal Code pertaining to Zoning Districts and the map therein described is hereby amended by changing the district character of the following described area fron R-1B Single Family Residential District to R-3 Multiple Dwelling District, the property described as: Tract 2 of CSM Doc #495820 recorded in Winnebago County Register of Deeds Office, also Lots 11 & 25 lying NWly of W South Park Avenue as now laidout. Also that part o£ old Oshkosh Ripon Road as described in Vol 473 Page 1 Register of Deeds and that part lying between SEly line of Tract 2, FCSM Doc #495820 Register of Deeds and Wly line of W South Park Avenue as now laid out. E..gle St., said the road only goes as far as the area of his house, or to Lot 4, He is to be assessed for 250 ft. (Lots 1,2,3,4,5,6,7,8 of Blk M Riverside Lawn Addition) but the other lots do not abut a reguiar sLreet. _ Mayor Kutchera also noted a petition on file to delete Dakota St. in favor of a futnre permanent street; and to delete Coolidge Ave, from Bauman St. to Sawyer St. in favor of a permanent type street. No one else appeared for or against this program, and the Mayor ordered this public hearing closed. 2) Asphaltic Concrete Paving: Osceola St.; Jefferson St.; Mt. Vernon St.; Cherry St.; W. 5th Ave.; W. 4th Ave. Mr. Leonard Stadler, 1114 W. 5th Ave. (6-288 and 6-289) said he has two pieces of property; the corner of WSth Ave. and OhiQ St, and a second piece bordering th� first piece and ahutting both Ohib and W. 5th. He feels the two pieces abutting W. 5th Ave. £or a total of 125' should be considered as one lot and there£ore being a corner only 1/2 the length should be assessed." No one else appeared for or against this program, and the P�ayor ordered this public hearing closed. 3) Sanitary Sewer Program: Area of Wisconsin St, extended; and W. 20th Ave, areas. Water Main in Viland St. area. No one appeared for or against this program, and the Mayor ordered this public hearing closed. 4) Zone change £rom R-1B to R-3: Area located on the west side of W. South Park Ave. across from Patrician Village. Mr. Jake Gafner, 1525 W. Murdock Ave, said he owns approxi- mately 700 ft. frontage in this area. In his opinion, this road is two highways, a city route, and the danger and excess traffic does not make this an ideal residential property area. Single family residential across this strip of frontage property on the north side is not good planning. The back lot areas, zoned commercial, are too close to the quarry to be an ideal site for children and family living. This land would be land locked and could cause many city problems. He had purchased the property many years ago, but finds he has little use for the properties. Mr. Richard Brotzke, 1400 W. South Park Ave., said he has two single family houses in the area, and does not feel there should be any commercial zoning in that area.
