HomeMy WebLinkAbout32617 / 83-06' October 6, 1983 FIRST READING (CARRIED PORFOSE: INITIATED BY: #5 LOST LAID OVER ORDINANCE WITHDRAWN AMEND ENERGY AND ENVIRONMENT ADVISORY BOARD ORDINANCE CITY ADMINISTRATION A GENERAL ORDINANCE OF THE CITY OF OSHKOSH REPEALING AND RECREATING SECTION 2-113.1 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO THE ENERGY AND ENVIRONMENT ADVISORY BOARD The Common Council of the City of Oshkosh do ordain as follows: SECTION l. That Section 2-113.1 of the Oshkosh Municipal Code pertaining to the Energy and Environment Advisory Board is hereby repealed and recreated to read as follows: SECTION 2-113.1 (A) (B) (C) Composition The Energy and Environment Advisory Board shall be a permanent board wmposed of nine (9) members appointed by the City Council. Terms Terms of the members shall be for three (3) years. Initially, three (3) members will be appointed for a three (3) year term, and three (3) members will be appointed for a two (2) year term, and three (3) members will be appointed for a one (1) year term. Subsequent members shall be appointed for a three (3) year term. Functions and Duties Advise the City Manager and/or Common Council on specific energy and environmental problems or concerns. Review and advise the City Manager and/or Common Council on pro- posed or existing State and Federal laws and rules pertaining to energy conservation and their potential effect on the community. Develop a comprehensive energy education plan, including emergency measures. Advise the City Manager and Common Council on existing or proposed City ordinances which have energy and/or environmental impolications. -7- � October 6, 1983 #5� Cont'd. Serve as liaison on speci£ic issues with Wisconsin Public Service, ADVOCAP, Winnebago County, East Central Wisconsin Regional Planning Commission (ECWRPC), and other agencies as requested by the City Manager and/or Common Council. Develop methods and procedures through which the City of Oshkosh can more efficiently utilize energy. The Energy and Environment Advisory Board may adopt rules for con- ducting its meetings, procedures, and investigations. SECTION 2.
