COAST GUAAD AETENTION OF NAVIGATIONAL AIDS FlESPONSIBILITY INITIATED HY : CITY ADMINISTRATION WHEREAS� navigation aids are essential to safe public aceess to the upper Fox-Lake Win�ebago system; antl WHEREAS, the U.S. Coast Guard has reportedly proposed to relinquish its responsibility for placement of saitl navigation aids, turning them over Lo the Wisconsin Department of Natural Resources; and WHEREAS, assuring public access to the waterways of the state is a primary mission of the DNA ; and WHEREAS, that Department is authorized by state statute to . determine placeme�t of navigation aids, to enforce laws o❑ the sYStem, to regulate placement of obstruetions , to control dredging and shoreline alterations, to issue licenses and permits for hunting and fishing on the system; and WHEREAS, local governme�ts have no authority over the system beyond their boundaries, and no resources other than the property tax� while the DNR is funded by state-collected taxes. fees , fines and registrations of various kinds , many of them earmarked ; NOW, THEREFOAE, BE IT PESOLVED , that the Commo❑ Council of the City of Oshkosh petitions the Governor and the DNR to Seek an injunction to assure that the responsibility for placement of navigation aids on the Lake Winnebago sYStem remain with the O.S. Coast Guard , in the interest of public safety , economic stability � a�d to preve�t irreparable harm to this significant natural resouree . HE IT FURTHEA RESOLVED that the proper City officials are authorized and directetl to take all necessary and appropriate steps to implement these intentions including contacti�g appropriate governmental officials .
