The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS 7TH AVENUE Remove Therefrom: Loading zone, north side, from 255 feet east of Oregon Street to 347 feet east of Oregon Street. 33RD AVENUE Remove Therefrom: No parking, both sides, from Medalist Drive to its eastern terminus. Add Thereto: No parking, south side, from Medalist Drive to its eastern terminus. Add Thereto: No parking, north side, from Medalist Drive to 480 feet east of Medalist Drive. Add Thereto: No parking, north side, from 600 feet east of Medalist Drive to its eastern terminus. Add Thereto: 2-hour parking, north side, from 480 feet east of Medalist Drive to 600 feet east of Medalist Drive. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. Please take notice that the City of Oshkosh enacted ordinance #13-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on March 12, thrd 2013. The ordinance changes parking regulations on 7 Avenue and 33 Avenue. Rohloff, City Manager FROM Christopher Strong, P.E., Transportation Director DATE: February 20, 2013 RE: Explanation of Traffic Regulations Ordinance Changes SECTION 1: SECTION 27A-11 DESIGNATED PARKING RESTRICTIONS A REQUEST FOR UNRESTRICTED PARKING ON THE NORTH SIDE OF 7TH AVENUE FROM 255 FEET EAST OF OREGON STREET TO 347 FEET EAST OF OREGON STREET. (CURRENT CONDITION: LOADING ZONE.) This is a business request. The business making this request has a loading zone in front of their property, which is not necessary for their operations. The loading zone in question was established in 1998 to deal with spillover parking from nearby operations of Miles Kimball. In subsequent years, Miles Kimball relocated their operations, leaving less demand for this on-street parking. The local street has a width of 40 feet, so parking restrictions would normally not be recommended. PASSED BY TRAFFIC REVIEW BOARD (4-0) I I A REQUEST FOR 2-HOUR PARKING ON THE NORTH SIDE OF 33RD AVENUE FROM 480 FEET EAST OF MEDALIST DRIVE TO 600 FEET EAST OF MEDALIST DRIVE. (CURRENT CONDITION: NO PARKING.) This is a business request. This request comes from Lakeside Plastics, which operates from a facility on the north side of this section of 33rd Avenue. Company officials report that, while there is sufficient off-street parking for employees, there is no room available for overflow parking to accommodate visitors. On-street parking is currently prohibited for the entire length of 33rd Avenue, as well as on Medalist Drive, so the only currently available parking options are off-street. Page 2 of 2 Explanation of Traffic Ordinance Changes The request covers a short section of 33rd Avenue, starting from the west edge of the driveway to Lakeside Plastics' front parking lot, and ending across the street from a driveway east of some loading docks at a currently inactive manufacturing facility. The request is for 2-hour parking, which would help to discourage employee parking,thus leaving the on-street parking mostly unused. The Traffic Review Advisory Board's practice has been to prohibit parking on streets in the City's industrial parks, in order to provide turning room for trucks to enter and exit onto the street. For 33rd Avenue, the no parking restriction was established in 2003 for precisely that reason. However, this practice has not been a standard, and the Board has been allowed to consider allowing on-street parking under unique circumstances. In this case, the local street width is 40', which is wider than most two lane streets in the City's industrial areas; and the parking area is designed to have minimal impact on future truck movements in this area. In the event that problems emerge with this parking, especially as manufacturing operations resume on the south side of 331-d Avenue, the Board is welcome to revisit this issue. At the present time, however, this seems like a reasonable request that should not introduce any particular safety issues. Rohloff, City Manager FROM Christopher Strong, Transportation Director DATE: February 20, 2012 RE: Items Defeated by the Traffic Review Board at their February 12, 2013 Meeting A REQUEST FOR UNRESTRICTED PARKING ON THE NORTH SIDE OF TAFT AVENUE FROM SAWYER STREET TO DOVE STREET. (CURRENT CONDITION: 1- HOUR PARKING.) This is a Transportation Department request. A recent review of parking ordinances showed that there is a 1-hour parking restriction on this section of Taft Avenue. Typically, a short-duration parking restriction is due to situations where high parking turnover is desirable from traffic or access perspectives. In this neighborhood, this restriction does not seem to make any sense. There are no parking restrictions on the north side of Taft Avenue except for this area and an area near the intersection of Westfield Street. It is not clear when this ordinance was enacted, but it appears to have been at least 25 years ago. A similar parking ordinance on the south side of this section of Taft Avenue was repealed in late 2009. Excerpt from the Traffic Review Advisory Board meeting minutes: Ms. Marilyn Gardner, 606 Dove Street, was opposed to this request. She noted the family has owned the house since the 1940's. She said the 1-hour parking restriction works fine and asked that it not be changed. She noted parking does obstruct their sight line when exiting their driveways. If unrestricted parking were allowed, she is afraid buses from stadium events, would be parking there. The 1- hour restriction also works well with delivery vehicles. She said the one hour restriction is there for a good reason. Mr. Kaprelian thought the buses were directed to park in specific locations. Mr. Schuster replied they have been directed to park at the facilities management building on Witzel Avenue. Mr. Schuster said because we have heard from the residents, he was in favor of leaving the current 1-hour parking restriction. DEFEATED BY TRAFFIC REVIEW BOARD (0-4)
