No. 534-1040-7216-07385 TIF #20 Fund – Riverwalk – Sweetwater City of Oshkosh Community Development Department o r v r 215 Church Avenue, Oshkosh, WI 54903 ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: February 21, 2013 SUBJECT: Approve Professional Service Agreements with AECOM for 3 sections of the Southshore Riverwalk BACKGROUND The City of Oshkosh is continuing the construction of the riverwalk on the south shore of the Fox River. The construction schedule for the next riverwalk segments depend on a number of factors. Grant availability, property owner willingness to provide access, and permitting from State and Federal agencies all play a significant role in the timing of the construction. The next 3 segments of riverwalk are the Boatworks area, the Jeld- wen area and the Sweetwater area. The 2013 CIP has identified the Boatworks area as the next construction phase of the riverwalk. The Jeld-wen and Sweetwater segments could be constructed in 2014 — 2015, depending on grant funding, ownership, and permitting. ANALYSIS The construction of the riverwalk on Steiger Park, from the Wisconsin Ave. Bridge east to the Boatworks property is largely completed. The project should be complete this spring once vegetation is planted. After construction this spring is complete, there is about $912,000 of borrowed funds available for additional riverwalk work on the Southshore. One thing that I have learned with the Boatworks property is that Army Corps of Engineers and the Coast Guard require more review time for permitting than expected. I think that the earlier we start the permitting process with the State and Federal agencies, the better for the City. In addition, there may be economies for the City when there could only be one time mobilization for surveying, geo-technical testing, or sediment sampling, etc. instead of two mobilizations. Sweetwater Area: This riverwalk segment runs from Jackson Street to Main Street, and includes the Sweetwater Marine area. The City has developed a concept for the riverwalk that the property owner has reviewed and tentatively approved. Preliminary design is now needed for State and Federal permitting and writing an easement for the riverwalk through the private property. AECOM's proposal for the work necessary for the permitting is $99,000. Jeld-wen Area: This riverwalk segment runs from the Boatworks property east to Jackson Street and includes most of the Jeld-Wen property. The City has developed a concept for this segment of the riverwalk; however, the current owners are looking to sell the property. If the property is sold, staff would like to have a preliminary design completed so that discussions and negotiations with a new owner would be substantive and serve as the basis for a development agreement. In addition, this work is necessary to meet State and Federal permit review standards. AECOM's proposal for the work necessary for the permitting is $124,700. Boatworks Section: This is the riverwalk bridge section that would use the railroad bridge portals donated by the railroad contractor, Edward Kraemer and Sons, to help span the water in the old marina. The City has submitted grant applications to WisDNR for this section of the riverwalk. WisDNR staff has recommended approval of about $400,000 in grant funds and the Joint Finance Committee should be accepting their recommendation in March, 2013. Final Design should start this spring and bidding should take place in the summer, hopefully about the time the City Center section of the riverwalk will be completed. Construction would take place in the late summer and fall of 2013. Final restoration may occur in 2014. AECOM's proposal for design, bidding, construction and environmental observation and management for this section of the riverwalk is $284,000. The following is a breakdown in the engineering professional services: Budgeted funds remaining $912,000 Boatworks design/construction 284,000 Jeld-Wen prelim design/permit 124,700 Sweetwater prelim design/permit 99,000 Remaining funds for riverwalk $404,300 FISCAL IMPACT The City has borrowed the funds for TIF #20 and the Southshore Redevelopment area in 2013. Since the riverwalk project cost has come in under budget, the remaining funds area available to get an early start on the riverwalk design and permitting. These costs are all eligible costs for reimbursement in the TIF #20 Plan. RECOMMENDATION The City Council approves: 1. Professional Service Agreement with AECOM for Project Permits for Proposed Riverwalk Improvements in the Sweetwater Area, South Shore Redevelopment Area ($99,000.00) 2. Professional Service Agreement with AECOM for Project Permits for Proposed Riverwalk Improvements in the Jeld-Wen Area, South Shore Redevelopment Area ($124,700.00) 3.
