Meeting Minutes Jacobs Engineering Group Inc. City of Oshkosh Water Filtration Plant Clearwells Replacement Project 4 August 7, 2023 Project name: City of Oshkosh Water Filtration Plant Clearwells Replacement Prepared by: Jacobs Engineering Group (Jacobs) Location: City Hall, Room 404, 4:00 – 6:00 PM Participants: Ad Hoc Committee Members: Brad Spanbauer, Aaron Sherer, Chris Anderson, Kirsten Buckstaff, Bill and Facilitators: Jason Ellis, Mark Lyons, Aaron Dressler, Brian Schuldes, Copied: Lauren Bartelt Purpose The purpose of this meeting was to continue to gather input from the City of Oshkosh (City) Water Filtration Plant (WFP) Clearwells Replacement Project (Project) Aesthetics Ad Hoc Committee (Committee) and Committee Liaisons. The meeting presentation and informational handouts are attached to, and supplement, these minutes. Additional Project Information After James called the meeting to order, Linda provided answers to questions identified during and since the last Committee meeting. Highlights are listed below: • In response to Committee suggestions, building façade Options 3, 4, and 5 and Lake Shore Drive (North) Alternative 1 and Lake Shore Drive (South) Alternatives 1, 2, and 3 were prepared. Refer to handouts. • The City will hire a landscape architect to prepare a landscaping plan for the WFP site perimeter, for the right-of-ways of Lake Shore Drive, Washington Avenue, and Merritt Avenue for the Park Area east of Lake Shore Drive. • An inventory and condition assessment trees located east of the Clearwells was presented. • Aaron Sherer sent an email to the Committee recommending the number of trees around the plant be maximized and suggested some preferred tree species. This recommendation is included in the meeting handouts. Mark commented that some tree species are on the City’s ‘prohibited’ or ‘use sparingly’ lists. These lists will be considered in the development of the landscape design. • Kirsten submitted suggestions for review by the Committee on the following topics that are included in the meeting handouts: o Natural and anthropological history content for water-theme historical / educational signs. o Native plant, shrub, and tree species for landscaping. o Potential landscape architects including tribal design resources. o Potential grant funding sources to support shoreland restoration and related improvements. Committee Ideas and Discussion Comments on building façade options: Minutes Jacobs Engineering Group Inc. • Linda said that the renderings are design concepts and that need design details, like expansion joints in the reservoir are not shown. When structural design calculations are complete, locations of expansion joints will be coordinated with exterior architectural features. Comments on Lake Shore Drive alternatives: • Steve explained the cul-du-sac shown on Lake Shore Drive (North) alternatives is the minimum City standard and smaller than the ones shown at the last meeting. • Lake Shore Drive (North) will be two-way traffic and Lake Shore Drive (South) will be one-way. • In the Lake Shore Drive (South) alternatives, parking was shown off the roadway because parking spots south of the South Reservoir on Washington were not preferred by the Committee. The minimum allowable roadway width behind parking stalls is 24 feet. • During the last meeting, it was determined that a 20-foot-wide road would be sufficient to service emergency response vehicles. It was further discussed then that some reduction in the number of parking stalls on Lake Shore Drive was acceptable to the Committee. o The Committee discussed a fourth Lake Shore Drive (South) alternative: eliminate all 16 parking stalls and construct a 20-foot-wide roadway. This alternative would be similar to Lake Shore Drive (South) Alternative 1 and was included in voting exercise at the end of the meeting. The Committee preferred the Lake Shore Drive (South) one-way direction to be north to south. o Eliminating these parking spots, particularly during a poor quality ice year, will mean that anglers will park further in the neighborhood. • Lake Shore Drive (South) alternative concepts impact existing trees as follows: Alternative #1 – 12 trees; Alternative #2 – 9 trees; Alternative #3 – 4 trees. In final design, it may be possible to wind pedestrian path around established trees to preserve them. The City’s standard practice is to either (1) avoid impacting Memorial Trees or (2) relocate them if they are small enough. • As previously discussed, the Menominee Park Master Plan (Rettler Corporation, 2012) included a conceptual plan for a new enhanced bath shelter, the addition of sand volleyball courts, and 30 parking stalls to serve park facilities. • Steve reminded the Committee that roadway changes will include 6-foot-wide terraces to provide area for accumulated snow and roadway signage. • Brad wondered if the Committee was trying to hide the new structures with landscaping and Kirsten commented that the landscaping should complement the structures and that landscaping will not completely screen views of the facilities. • Kirsten asked about street lighting and Steve responded that new roadway lighting will conform with City’s fixture standards presented during the second Committee meeting. • Brad asked about a cul-de-sac at the east of Merritt Avenue. Steve responded that a cul-de-sac at that location needs a 70-foot radius and doesn’t fit well in the available area. • It is possible to change the direction of traffic on one-way Lake Shore Drive (South) with signage for special events. • Bill inquired about curb and gutter on Lake Shore Drive. Steve replied that they haven’t yet consider the stormwater collection system changes required to support the alternative roadway concepts. Prioritizing Aesthetic Concepts During the meeting, Committee members and liaisons used a voting process to prioritize design concepts for project buildings’ façade, changes to Lake Shore Drive roadway, landscaping, pedestrian way Minutes Jacobs Engineering Group Inc. information signs (water-themed historic / education feature) and WFP perimeter fencing. Committee members were allotted twice as many votes as the Committee liaisons representing City Community Development Department, Fire Department, Parks Department, Police Department, and the Water Utility. The voting results are summarized below. Refer to the current and past meeting presentations and handouts for depictions and descriptions of concepts. Action item: In addition to meeting minutes, Linda will prepare a Committee work executive summary for review and submission to Parks Advisory Board, Plan Commission, Common Council and ultimate the Public Service Commission of Wisconsin. (My family will be driving back from a visit to my hometown in Iowa that day - an 8-10 hour drive.) I would like the following recommendation to be presented to the committee for inclusion in the final list of recommendations made by the committee: Recommendation: The maximum number of trees possible should be planted around the WFP site -- not less than 5 new trees along the south side of Merritt Ave, not less than 10 new trees along the north side of Washington Ave, and not less than 20 new trees along the west and east sides of Lake Shore Drive. The tree specimens selected should have the largest mature growth size possible given the physical obstructions of the particular location, such as proximity to buried pipes, fences, powerlines, streets, parking, pathways, etc. Trees with a vertical growth shape and ascending limb structure (such as Autumn Blaze Maple and Chanticleer Pear) should be used near fences. Native tree specimens should be selected for areas where conditions and parameters are most suitable for their growth. Let me know if you have any questions or need clarification in advance.
