Public Information Meeting – Project Summary

Welcome
Welcome to the public information meeting for the proposed stormwater improvements in the Westhaven
Circle area,in the City of Oshkosh. Your attendance and interest in the project are appreciated. The meeting
will be held in an open-house format with a brief presentation at 6:00 p.m.
This handout and the exhibits on display are available to help familiarize you with the project goal and details.
We encourage you to review the exhibits. Representatives from the City of Oshkosh and AECOM (design
consultant) are here to receive comments and answer questions.
A “comment form” is also attached to this handout for your convenience, and may be returned to the
registration table or returned by mail as noted on the form. We ask that all comments be returned by
Wednesday, June 8, 2011.
Why is the City constructing this detention basin?
Throughout Oshkosh there are a number of areas that have experienced severe, recurring flooding problems.
One of these areas is the Campbell Creek watershed. The Campbell Creek watershed is approximately 1,500
acres and stretches from the Fox River (near Oshkosh Lourdes High School) to the southwest (including the
area around Westhaven Circle and the Westhaven Golf Course). Flooding occurs in many areas of the
Campbell Creek watershed, including areas surrounding Westhaven Golf Course, such as: Westhaven Circle,
Newport Court, and Maricopa Drive.
The City of Oshkosh is also required to reduce stormwater pollution entering Lake Winnebago, Lake Butte Des
Mortes, and the Fox River.
This project will help to reduce both flooding and reduce stormwater pollution.
Where will the detention basin be built and what
will it look like?
The city purchased the open land south of the
Westhaven Clubhouse for the purpose of
constructing the stormwater detention basin. This
location was chosen because: 1) the land is open
and available for the basin, 2) it is located in an area
that will provide good flood protection, and 3) it
provides a low-cost solution to help meet stormwater
management goals.
The basin will have a pool of water about 3.0 acres in
size. The deepest part of the pond (in the middle)
will be 5 feet at normal water levels. There are
gentle side slopes above the water planted with a
mixture of native prairie grass and flowers. The
shallow areas around the perimeter of the detention
basin will be planted with wetland vegetation such as
bull-rushes, bur-reeds, and blue flag irises. The tall
vegetation of the side slopes and in the shallow water helps to discourage Canadian Geese. Around the
upper areas of the property will be trees and shrubs, and shorter grass. The basin will not interfere with the
golf course itself.

When will the detention basin be built?
The current schedule calls for construction to take place in late summer and early fall 2011.
How does the detention basin function?
Stormwater runoff will flow into the detention basin via storm sewers from two locations: 1) Westhaven Circle
and 2) Maricopa Drive. To adequately convey the runoff, larger storm sewers will be built in Westhaven Circle
and Westhaven Drive (between Arlington Drive and Westhaven Circle). Runoff will be stored in the detention
basin and slowly released back into the storm sewer system in Westhaven Drive. While runoff is stored within
the detention basin, pollutants in the stormwater settle to the bottom and are prevented from entering the Fox
River and Lake Winnebago.
In addition to the work described above, the project calls for enlarging the storm sewer that drains the Newport
Court cul-de-sac. This means that some construction work must take place in side yards and back yards of
some properties around Newport Court.
Will flooding be eliminated by this project?
Flooding will be reduced by this project. Improvements to the storm sewer system will help reduce flooding in
Westhaven Drive, Westhaven Circle, Newport Court, and Maricopa Drive. Larger storm sewers in the streets
within the Westhaven Circle itself will help get water off the streets and yards faster. The runoff from this area
will be stored in the detention basin to help reduce flooding downstream of the detention basin.
What safety features are included?
The WDNR provides technical standards for basins to promote safety and reduce mosquito habitat. The
Westhaven Basin was designed to meet these standards. Around the perimeter of the water is a shallow
“safety shelf” to prevent accidental entry into deep water. The water circulation and vegetation will minimize
the mosquito habitat.
Why does it need to be a wet detention basin instead of a dry detention basin?
In a wet detention basin the permanent pool of water traps pollutants by allowing pollution particles to settle to
the bottom. A dry detention basin does not trap pollution. By constructing a wet detention basin at this site
about 7 tons of pollution each year will be trapped and prevented from reaching the Fox River and Lake
Winnebago.
How is the City paying for construction of this detention basin?
The City’s Storm Water Utility is providing 100% of the funding for this project. The fees paid by all properties
throughout the city support the Storm Water Utility budget.
