How does the City anticipate City staff will support the consultant with outreach and coordination for public engagement events? A1. This will be discussed once a consultant is on board. Q2. Who does the City anticipate will serve on the steering committee/advisory group? A2. This has not yet been determined. Q3. Are Adobe file formats (e.g., InDesign, Illustrator) acceptable source formats for graphics provided to City staff? A3. Staff have contacted IT and are awaiting a response. Q4. The RFP references “Subdivision Code – Complete Streets”; however, the remainder of the document does not mention updating the City’s land division code. Does the RFP include updates to both the zoning and land division ordinances? A4. Yes. The City would like to evaluate updates to the land division ordinance in addition to the zoning ordinance. Currently, the land division ordinance is included within the zoning ordinance (Chapter 30). Q5. Is the City open to separating the zoning and land division ordinance into separate documents? A5. Yes. The City is open to discussing whether the land division ordinance should remain within the zoning ordinance or be separated into a standalone document. Q6. The current code is in PDFs with links to articles on the City’s website; however, Section C(3) discusses the new code being user-friendly in an online format. Can you clarify what is meant by “online format”? is the City considering on online platform (e.g., eCode360), or is the code remaining as PDFs on the City’s website? A6. The City anticipates using an online platform (civiclinQ) Q7. Are you looking to reduce the number of conditional uses with the requirements of Act 67? A7. We are open to reducing the number of conditional uses. Q8. Are there other topics of interest to include in the code (e.g., around data centers, solar, ADUs)? A8. Yes, staff has a list of topics/code sections and not every one was included in the RFP. Q9. n Section C, the RFP mentions addressing landscaping – enforcement tools for full compliance. Is the current point system a concern, or can you elaborate on the issues you are having with this article? A9. Within the ordinance, we would like to further specify enforcement process if landscaping requirements are not met. Q10. In Section C, the RFP mentions addressing sign code review. Can you elaborate on the you are having with this Article? A10. Staff wants to review the sign ordinance to improve enforceability, specifically for temporary sign types. Q11. n Section C, the RFP notes addressing the subdivision code – complete streets. “Subdivision ordinance” is not mentioned as a service required or mentioned elsewhere in the RFP. Are you looking for the consultant to review and update the subdivision code as part of this project? Or, what is meant by this request under Section C? A11. Staff would like to evaluate updates to the land division ordinance in addition to the zoning ordinance. Currently, the land division ordinance is included within the zoning ordinance (Chapter 30). Q12. Section G of the RFP notes “short case studies of similar projects” under firm history (G2) and “demonstrate related projects…for other communities that are similar to the city” under examples (G6). Can you confirm you are looking for different projects in each section? What information are you looking to see between these two sections (case studies and examples)? A12. You may provide information on the same projects. Case studies (G2) should be a summary/list of projects. Examples (G5) should include zoning ordinances that were written for similar cities. Q13. At the end of Section D, the length of the project is stated to last 12-18 months, but under Section G it stated the process should be 12 months. Can you confirm if the preferred is no more than 12 months, or if that is a requirement? If allowing a longer process, is this going to score lower than if the process is 12 months? A13. We would like the process to take about 12- 18 months. We understand there are variables that can extend the timeline. This will not have a major effect in the scoring of the applicant unless the estimated time is way over 18 months. Q14. Section D, Item #7 discusses qualifications of the project manager only. Do you not want to see resumes of other key staff? If we have a sub on the project, do you want to see the primary staff person from that firm and/or all key staff from that firm? A14. We recommend providing qualifications of primary project manager(s). Other key staff qualifications may also be beneficial, but not required
