I. Call to Order
Chair Margy Davey called the meeting to order at 6:00pm and a quorum was declared present.
II. Public Comment
Ms. Davey asked if there were public comments.
No public comments occurred.
III. Approval of Minutes, October 6th, 2025
Ms. Moore motioned to approve the minutes. Mr. Spanbauer seconded the motion.
The board approved the October 6th minutes 7-0 (Moore/Spanbauer).
IV. Sustainable Activities and Events
Mr. Klaameyer started with all the events on Wednesday, November 5th.
The Oshkosh Tool Library is hosting a Bicycle Fix a Flat event from 6-9pm. He also shared that
the Winnebago Area Literacy Council, Oshkosh Public Library, and Community First Credit
Union are putting on a series on Financial Literacy on November 5th, November 12th, and
November 19th from 1-3pm at the Oshkosh Public Library’s Conference Rooms A and B.
On Thursday, November 13th, Communities for Hope is putting on a suicide prevention and
mental health awareness event at Venue 404 from 6 pm to 8 pm.
Winnebago Bicycle is hosting a food fundraiser called Cranksgiving on Saturday, November
15th, at Becket’s Restaurant starting at 2:30pm. Also on Saturday, Winnebago Audubon Society
is hosting a migration field trip at the Green Valley Park and Ride from 9am-12pm. Oshkosh
Tool Library is hosting an introductory Tools 101 event from 12pm-1:30pm.
On Wednesday, November 18th, Citizens Climate Lobby is hosting a Community Solar and
Energy Development Presentation at 4:30pm at Reeve Memorial Union.
Winnebago Audubon Society and Wild Ones are hosting Simple Ecology on Wisconsin Purple
Martins along with 40 Years of Friendship on Thursday, November 20th at 6:30pm at Evergreen
Retirement Community.
On Sunday, November 23rd, Oshkosh Tool Library is hosting an encore Intro to Vermiculture
event from 12:30pm to 1:30pm.
V. Sustainability Plan Staff Update
Ms. Dziengeleski shared that GRAEF submitted an updated scope and with that request, they
requested additional funding. She stated that staff is still in the process of reviewing the scope
and has not yet decided what the plan is moving forward. She is hoping to have an update prior
to the December meeting.
Mr. Spanbauer asked if GRAEF was given the updated documents that the subcommittee
worked on.
Ms. Dziengeleski responded with yes, GRAEF has all of the updated documents and comments
that the subcommittee and staff provided. They took what was provided and came back with an
updated scope based on what that would take to edit the entire plan.
Mr. Spanbauer asked if staff had that funding amount and what the timeline needed would be.
Ms. Dziengeleski shared that she did not know the requested funds off the top of her head. She
said there is no strict timeline, but rather staff would like a quality plan that can be utilized. She
said the goal is to have a decision made on the process moving forward with the plan by the
end of 2025.
Ms. Moore asked that if the funding is an issue, she would like to see an opportunity for
another subcommittee to come in to get some of the remaining chapters ready for save on costs
and time for the consultant.
Ms. Dziengeleski said that she appreciated the offer and would bring that back to the group
internally.
Mr. Spanbauer asked how this project was being funded.
Ms. Dziengeleski responded with ARPA funding and ran through the timeline of how that
funding came to be for the project.
VI. Municipal Code Chapter 26: Trees and Vegetation Edits Staff Update
Ms. Dziengeleski provided a quick update from the Parks Department regarding the Chapter 26
updates. She stated that the consultant working on the Strategic Urban Forestry Plan is also
looking at updates and recommendations for Chapter 26. She will share more as she hears
more.
VII. Municipal Code Chapter 14: Post-Construction Storm Water Management Ordinance
Staff Update
Ms. Davey gave a quick background on Chapter 14 and suggested this item be tabled to
December’s meeting as Ms. Reinke is not in attendance and is who brought this item forward.
Mr. Spanbauer motioned to table this item to the next meeting. Mr. Treder seconded the motion.
The board approved tabling item VII. Municipal Code Chapter 14: Post-Construction Storm
Water Management to the December meeting (7-0).
VIII. Summer Farmers Market
Ms. Oliver shared that they spoke to 125 people, which is more people than they have ever
documented. She shared that she loved their booth placement on Main Street and had a lot of
great conversations with residents. She did say it would be nice to have an activity, rather than
always borrowing someone else’s. She also shared that it would be nice to have a more
professional table runner or table cloth and sign because the current ones are dated and need to
be replaced.
Mr. Spanbauer agreed with Ms. Oliver’s proposed recommendations. He said he would look
into how they do them through the university. He asked if they could fundraise.
Ms. Dziengeleski said she would have to look into that request and report back.
Ms. Davey said they may be able to partner with a nonprofit to apply for a grant through
4Imprint.
Ms. Shuler mentioned looking into something the board could upcycle.
Mr. Klaameyer shared that he finds the conversations at the market interesting. He suggested
bringing some of those viewpoints to a formal SAB meeting. He would also like to explore new
and different ways to do more public outreach.
IX. WLGCC Updates
Ms. Dziengeleski started with the two playbooks (Greening the Grid and Transportation
Electrification) that were created by a consultant through WLGCC. She said they could either
dive into them today, or she would be available for any questions on these in the future if
members wanted more time to review them.
Ms. Davey said that she had read through both of them and found them quite fascinating. She
said there are cases studies from local communities, a lot of base information, and that they
would be good building blocks.
Mr. Spanbauer asked if this was geared towards municipal operations and if there is any direct
correlations between these and the newly adopted Comprehensive Energy Plan. He then asked
if they could take some time to look into these and discuss at a future meeting.
Mr. Treder agreed that these playbooks are great outlines that show what direction a
municipality can go.
Ms. Dziengeleski also shared that WLGCC put together a resource database that includes all
resources the coalition has worked on, as well as other resources members have shared on past
projects they have worked on.
Ms. Oliver asked if there are plans to create more playbooks.
Ms. Dziengeleski responded for this particular project she believed there was only funding
available for these two topics as they were ranked highest priority topics amongst members.
Ms. Dziengeleski shared more 2025 WLGCC updates with the group. The first being that
another consultant is helping members with communication and social media efforts and Ms.
Oliver has been helping get posts created and scheduled. She followed up with stating she
believes more material is to come in early 2026. She also shared that WLGCC had received the
EIGP grant Stevens Point as the lead on the project. This project gave member communities the
opportunity to do Green House Gas Inventories based on where they were operation wise. She
did share that as staff was so busy this year, they were unable to participate at full capacity but
received a lot of valuable data such as city-wide energy data for 2022, 2023, and 2024. Her last
update was in regards to the in-person summit that was held in Baraboo. She said the structure
of the summit included small group discussions that were to outline priority topics for the
coalition to work on in 2026.
X. Agenda Items for Future Meetings
Municipal Code Chapter 14: Post-Construction Storm Water Management Ordinance, GTLC
Updates, 2026 SAB Goals, 2026 SAB Meeting Dates
Mr. Treder shared that he would like to further discuss the potential for increasing bicycling in
the community and how to properly incentivize that.
Ms. Davey shared the potential to create educational signage for City Hall’s detention pond.
