HomeMy WebLinkAbout05-06-19 minutes REDEVELOPMENT AUTHORITY MINUTES May 6, 2019 PRESENT: Thomas Belter, Jack Bermingham, Steve Hintz, Jason Lasky, Lori Palmeri, Susan Panek, Archie Stam STAFF: Allen Davis, Executive Director/Community Development Director; Lynn Lorenson, City Attorney; Darlene Brandt, Grants Coordinator; Andrea Flanigan, Recording Secretary Ms. Palmeri called the meeting to order at 4:00 pm. Roll call was taken and a quorum declared present. Ms. Palmeri was appointed Chair of the Redevelopment Authority by Common Council on April 23rd. Elections for Vice Chair were opened. Mr. Hintz nominated Tom Belter. Stam seconded. Motion carried with voice vote (6-0) The minutes from March 20, 2019 were approved as distributed. (Belter/Panek) Motion carried with voice vote. Palmeri abstained. Res. 19-10 Award Bid to Environet Inc. for Asbestos Abatement at 421 Monroe Street for Community Development ($4,755.00) Motion by Belter to move Res. 19-10 Seconded by Stam. Mr. Belter stated there was a wide range of bids and questioned if Environet has done work for the RDA before. Ms. Brandt stated Environet has not done work for the RDA but the City has hired them in the past. The item was called. Motion carried 6-0. Res. 19-11 Determination of Necessity; Establish Fair Market Value;Authorize Purchase- Vacant Parcels Adjacent to Pioneer Drive and Canadian National Railroad Tracks between 6th and 10th Avenue ($1,500,000) Motion by Panek to move Res. 19-11. Seconded by Hintz. RDA Minutes May 6,2019 Page 1 Mr. Hintz stated it is a lot of money to acquire the vacant land however it will aide in the development of the RDA owned land to the west and the Pioneer property to the east. Mr. Davis stated the Canadian National Railroad did sign the Quit Claim deed to Pioneer Drive along the river so the City has all ownership rights to that and can proceed with the Riverwalk as planned. Mr. Belter questioned how the investment would recaptured. Mr. Davis stated the properties will be packaged together and Request for Proposals will be advertised. Factors for the sale of the properties will include purchase price and any other remediation factors which will need to be done. Mr. Lasky arrived at 4:08 PM. Mr. Belter inquired how much remediation would need to be completed. Mr. Davis stated the RDA properties contain urban fill and arsenic that would need to be remediated. The contaminants on private property are unknown at this time. Mr. Belter stated he was glad to hear the riverwalk could be developed along the river. Mr. Davis stated that was a main concern with the RFP sent out previously. Many of those considering submitting a proposal wanted to wait to see what would happen with the property between the RDA owned land and the river. Ms. Palmeri asked Mr. Davis to discuss the diamond shaped parcel owned by WPS. Mr. Davis stated that property was the location of a riser that ran electrical under the river. The connection was removed in the past couple years and is no longer needed for that reason. City staff has been in contact with the real estate staff at WPS in hopes of acquiring this parcel. Mr. Lasky inquired if there was a risk acquiring the Decades property without having the WPS property. The main concern being will the price of the WPS property be driven up once the City acquires the Decades property. Mr. Davis stated it is a possibility that staff is aware of. Staff has created designs that would avoid needing the WPS property if the City is not able to acquire it. The RDA discussed what funds would be used to purchase the Decades properties which included CIP funds from scattered sites and South Shore blight removal. Mr. Davis stated there would be approximately$100,000 left over for acquisitions/demolitions in 2019. The item was called. Motion carried 6-0.
