HomeMy WebLinkAbout19-21 REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH,WISCONSIN JULY 17, 2019 19-21 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE CONSTRUCTION STAGING AND DEWATERING ON BOATWORKS PROPERTY FOR JELD-WEN/STRINGHAM CREEK OUTFALL RECONSTRUCTION PROJECT WHEREAS, the City of Oshkosh Engineering Division has requested to use the Redevelopment Authority owned Boatworks property at 41"Avenue and Michigan Street for the construction staging and dewatering process for the Jeld-Wen/Stringham Creek Outfall Reconstruction project; and WHEREAS, the City's contractor will begin construction in July 2019 and final completion of the project is anticipated for May 2020 although dewatering may be extended; and WHEREAS, the City Public Works Department and its contractors shall be responsible for maintenance of the property during the use of the property for construction staging and dewatering; and WHEREAS, the City Public Works Department and its contractors shall be responsible for restoration/repair of all disturbed areas with topsoil and seed at the completion of the project and/or dewatering process. NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that the City Public Works Department and its contractors for the Jeld- Wen/Stringham Watershed Outfall Reconstruction Project is hereby authorized to utilize the Boatworks property at 41" Avenue and Michigan Street for construction staging and dewatering through December 31, 2020. TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: July 10, 2019 SUBJECT: 19-21 Approve Construction Staging and Dewatering on Boatworks Property for Jeld- Wen/Stringham Creels Outfall Reconstruction Project Background The RDA owns the vacant lot on the northeast corner of 41h Avenue and Michigan, formerly known as the Boatworks. The RDA had granted an option to a developer in 2016, and the developer did not proceed with the development, and the option expired at the end of 2017. With no option or other pending offer, staff has continued to market the parcel. The Department of Public Works (DPW) is planning to reconstruct the Stringham Creek Outfall in 2019-2020, and the DPW has requested the use of the parcel as part of the construction staging and dewatering process. Analysis The parcel is clear of structures, level and grassed. The RDA maintains the parcel. The parcel has access to the riverwalk and the outfall construction. The construction staging would include parking/staging vehicles, storing construction materials, and storing equipment. The dewatering process would include the installation of large bags for sediment to settle and water to be separated out. The water would be piped to the Wastewater Treatment Plant and the sediment would be trucked to a land fill. The plastic bags would be removed upon project completion. Fiscal Impact The RDA would require the DPW to maintain the parcel while it is being used for the construction staging and dewatering. The RDA could save a few hundred dollars on grass cutting. Recommendation The RDA grants the DPW temporary access to the Boatworks property for construction staging and dewatering as requested.
