Amendment Request Number 3 for Continued Environmental Assistance and Gas Well
Monitoring at Kienast and Paulus Quarries
Dear Mr. Rabe,
AECOM Technical Services, Inc. (AECOM) is requesting an amendment to the agreement dated
May 27, 2015 (AECOM Proposal Number OPP-381501), City Purchase Order No. 180412, Amendment 1
dated February 27, 2017, and Amendment 2 dated July 13, 2017. This amendment request is for
additional services completed to date and for continued monthly monitoring of the Landfill Gas (LFG)wells
from January 2018 to December 2019. In addition, the amendment provides a scope of work and
estimated costs to assist the City in land acquisition and interfacing with Wisconsin Department of Natural
Resources (WDNR).

Plan Commission and Common Council consideration
WDNR Interface Prepare Project Summary, GEMS Reporting, attending
meetings, and interface with WDNR
This amendment was prepared based on the following assumptions:
• Monthly Monitoring will continue through December 2019.
• Land acquisition assistance will include preparation of a draft CSM associated with a lot creation and
two legal descriptions. In addition, AECOM will submit one draft document for Plan Commission and
Common Council consideration. Once approved, AECOM will provide final documents stamped by a
Wisconsin certified PLS.
• Additional WDNR interface and meetings will be necessary based upon recent discussions with
WDNR Landfill Engineer Mrs. Tess Brester.
Additional Monthly Monitoring
AECOM proposes to continue monthly methane monitoring activities based on original discussions with
WDNR personnel and in an effort to collect LFG system design data.
At each gas monitoring well, initial percent of the LEL of methane (percent LEL methane), percent
methane gas (percent methane), percent oxygen (percent 02), percent of carbon dioxide (percent CO2),
and groundwater levels will be measured. The LEL is the minimum concentration of a particular
combustible gas or vapor necessary to support its combustion in air. The LEL of methane gas is 5%

methane by volume. Observations (such as ground condition, barometric pressure, and monitoring well
conditions) will also be recorded.
After initial readings are recorded, monitoring wells will be purged with a pump at a rate of approximately
two liters per minute. Continuous percent LEL methane is to be measured as the well is purged. A final
reading will be recorded when consecutive methane readings are within ±10% LEL. Final measurements
include percent LEL methane, percent methane gas, percent CO2, and percent 02 The length of time
required to achieve the final reading is typically unique to each well.
We have been completing this effort since April 2016. Amendment 1 provided budget to complete the
monitoring through March, 2017 and Amendment 2 through December 2017. We have been requested by
City staff to continue monitoring through December 2019. It is currently anticipated that construction of
the landfill gas mitigation system will be underway by this time.
Monthly costs to perform the monitoring are approximately $1,260 per month for 24 months. These costs
include labor and the rental of testing equipment. Please note we have been scheduling the sampling
events to coincide with Knapp Street Quarries and Timmerman Landfill projects to eliminate multiple
shipping charges, reduce rental fees for the monitoring equipment, and provide a single equipment charge
for the use of an AECOM truck and other field equipment. The total estimated cost for these additional
services is approximately $30,240.
Land Acquisition Assistance
AECOM will prepare a draft CSM that creates two parcels from the current 1732 Knapp Street parcel. The
City plans to acquire a portion of 1732 Knapp Street. The draft documents will be presented to Plan
Commission and Common Council for consideration. Once approved, AECOM will finalize the documents
and they will be stamped by a Wisconsin Registered PLS. The City will register them with Winnebago
County and pay any fees.
AECOM will prepare a summary of the Kienast and Paulus Quarries History and Environmental
Assessment and Summary of Additional Investigation. These documents will be utilized as support
documents for acquisition consideration.
The total estimated cost for these additional services is approximately $9,500. The CSM exhibit and legal
description along with the lot corner staking will cost approximately $8,000 and the report preparation will
cost approximately $1,500.
WDNR Interface and GEMs Reporting
The WDNR is requesting periodic reporting of the investigation and monitoring results. The information is
provided annually through the GEMs WDNR reporting data base. In addition, AECOM will update the
WDNR as needed throughout the year as new monitoring information is available.
AECOM will attend a meeting requested by WDNR to discuss the potential to involve the Remediation and
Redevelopment WDNR program. In addition, this meeting will discuss the potential to involve the
Environmental Protection Agency in future subsurface investigation and remediation. AECOM will assist
the City in preparing a response to these requests from the WDNR. Included in this task is an anticipated
effort for continued negotiation with the WDNR regarding groundwater sampling and dealing with a likely
PFAS investigation. Although we have recommended not to sample the groundwater, we believe the
WDNR will require this in the near future.
The GEMS database will be updated by Dan O'Connell and the project updates will be provided by Paul
Timm. The additional meetings or correspondence with WDNR will be provided by Paul Timm along with
City staff.

The anticipated cost to provide these services through December, 2019 is$12,500. The WDNR reporting
and interface will cost approximately $3,500. The groundwater and PFAS issue negotiation will cost
approximately $4,500. The GEMs database reports (2) will cost approximately $4,500.
The services provided will be performed in accordance with the Negotiated Fee Schedule and conditions
of the General Conditions of Service—City of Oshkosh,April 2009, which are expressly incorporated into,
and are an integral part of, our agreement for professional services. AECOM can begin providing these
services immediately upon receipt of the signed Amendment Authorization Form (attached).
