(AECOM) has prepared this proposal for replacing piezometer monitoring well PZ-10 at the former Timmerman Landfill. This proposal provides a summary of the proposed scope of services and estimated costs for replacing the well. Background AECOM has been assisting the City of Oshkosh(City)with environmental services related to the former Timmerman Landfill since 1978. These services have included groundwater and methane monitoring, landfill cap thickness verification, laboratory testing, data review, and closure planning. In response to the Wisconsin Department of Natural Resources(WDNR)Notice of Violation dated August 2, 2006,AECOM completed a Site Assessment Report(SAR) in compliance with Wisconsin Administrative Code Section NR 700 and subsequently installed three additional groundwater monitoring wells. In 2008 and early 2009,AECOM completed the closure of the site under the WDNR Remediation and Redevelopment(RR)program and the site was transferred to the WDNR Solid Waste Program. In 2010,AECOM recommended the abandonment of six monitoring wells. The WDNR subsequently requested additional investigation regarding the presence of a passive methane collection trench, which AECOM completed using test pits. Based on the results of the test pit investigation and AECOM's recommendation in 2010, the WDNR approved the abandonment of the six wells and required the installation of two gas probes(in addition to the four already installed at the site)for additional methane monitoring in a letter dated February 2013. In the summer of 2017, a WDNR Solid Waste Engineer inspected the site. AECOM and City staff completed the site inspection with the WDNR representative. All items that were identified during this inspection were corrected by AECOM or City staff, and AECOM prepared a letter detailing the corrective actions and submitted it to the WDNR. Piezometer Abandonment and Replacement During an October 2018 monitoring event, piezometer PZ-10 was discovered to be damaged beyond repair. It appeared the well and associated protector pipe had been hit by large equipment. AECOM notified the City that the well had been compromised. Subsequently the well was abandoned and the WDNR was notified on October 26, 2018. The WDNR responded on October 29, 2018 with the following two options: • Reinstall the well exactly how it was previously constructed, or • Submit a plan modification to the department evaluating the abandonment of the well and any other changes that may be requested to the current monitoring program. AECOM reviewed the groundwater and methane sampling results and discussed the following options: reducing monitoring, abandoning PZ-10, and/or reinstalling PZ-10. Because Vinyl Chloride was detected in the groundwater in PZ-10 during the last sampling event,AECOM recommended reinstalling PZ-10. The WDNR concurred with this recommendation on November 11, 2018. In addition, after a review of the recent monitoring program results for groundwater and landfill gases, it is AECOM's recommendation not to pursue a Plan Modification request at this time. In our opinion there is a very low potential that approval of a reduction in sampling will be granted by the WDNR. AECOM will continue to review the data and pursue a plan modification when a higher degree of success is identified. Scope of Services This proposal includes Project Management/WDNR communication, well abandonment of PZ-10, solicitation and retention of a drilling subcontractor to install replacement well PZ-10R to a depth of 38 feet, assistance with and subcontracting costs for disposal of well installation excess impacted soil, observation/documentation services during well replacement, and well development. Assumptions This proposal and scope of work has been prepared on the following assumptions: • WDNR reporting will be limited to submitting an Abandonment Form (Form 3300-005), Soil Boring Log (Form 4400-122)and Well and Development Installation (Form 4400-113A). No documentation report will be required. • Site access will be granted. • The City will directly pay for any review or submittal fees. • The subcontract soil disposal budget is based on disposing of up to two(2)drums of impacted soil. • The sampling costs associated with the new well (PZ-10R), including the field effort and subcontract laboratory costs will be compensated under the 2018 Knapp Street Quarries and Timmerman Landfill Operations and Maintenance Support agreement. Schedule The following is an estimated schedule for completing the scope of work outlined above: Project Management/WDNR Communication—October through December, 2018 Well Abandonment—October 2018 Well Replacement—November 27-28, 2018 Well Development—December 3-5, 2018 Information Submittal to WDNR—December 13-14, 2018. Estimated Fees The following summarizes the proposed tasks and estimated fees: Fee Project Management/WDNR Communication $2,500 Senior Environmental Hydrogeologist 13 hours Well Abandonment $500 Senior Environmental Technician 4 hours(including equipment and bentonite hole plug) Subcontract Drilling Services Cascade Drilling Technical Services $6,500 Subcontract Soil Disposal Covanta/Waste Management $3,000 Drilling Observation/Documentation and Well Development $2,500 Senior Environmental Technician 25 hours(including supplies and equipment) Total Estimated Project Fees $15,000 K.\PROPOSAL\City of Oshkosh\OPP-899022_Timmerman Well Replacement\OPP-899022_Timmerman Well Replacment Proposal docx 2/4 AECOM Terms and Conditions If services to be provided under this proposal require the agents, employees, or contractors of AECOM to enter onto the Project site, Client shall provide right-of-access to the site to AECOM, its employees, agents, and contractors, to conduct the planned field observations or services. The services described in this proposal will be provided on a time- and-material basis. AECOM will not exceed the above estimate without your authorization and approval. The services provided will be performed in accordance with the approved Fee schedule and with the conditions of the 2009 City of Oshkosh Negotiated General Conditions of Service, which are expressly incorporated into, and are an integral part of, our contract for professional services. To initiate this work, please sign and return the attached Authorization to the AECOM Oshkosh, Wisconsin office. Our understanding is that the City of Oshkosh will also issue a Purchase Order. Please reference the AECOM proposal number, OPP-899022, in the Purchase Order that is forwarded to the AECOM Oshkosh Office.
