HomeMy WebLinkAbout25. 19-401 JULY 9, 2019 19-401 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE GREAT NEIGHBORHOODS CAPITAL IMPROVEMENT PROGRAMS FUNDING IN THE AMOUNT OF $401,244.00 INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council approved funds in the 2018 and 2019 Capital Improvement Programs (CIP) for public improvements to be undertaken as part of a Great Neighborhoods Program; and WHEREAS, staff is recommending the following activities and/or improvements be undertaken with 2018 and 2019 CIP funds of the Great Neighborhoods Program which includes: 1) Terrace Tree Plantings $ 25,000 2) Congress Avenue Tot Lot Improvement $200,000 3) Menominee South Exercise Equipment $ 56,769 4) William Waters Plaza Gazebo Design $ 27,500 5) Stevens Park Rain Barrels $ 1,975 6) George Washington Statue Lighting $ 3,000 7) Sawyer-Paine Bus Shelter $ 12,000 8) Rainbow Memorial Park Trail $ 75,000 Engineering, Design, Permitting $401,244 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that funded activities/improvements of the Great Neighborhoods Program, as noted above are hereby approved in the amount of$401,244. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to take those steps necessary to implement said program. Money for this purpose is hereby appropriated from: Acct No. 323-0740-7216-06816 — Great Neighborhoods 2018 Acct No. 323-0740-7216-63916 — Great Neighborhoods 2019 • Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Alexa Naudziunas Associate Planner-Planning Services DATE: July 2, 2019 RE: Approve Great Neighborhoods Capital Improvement Program Funding in the Amount of$401,244.00 BACKGROUND The Great Neighborhoods Program provides residents the opportunity to originate projects that enhance quality of life through strategic improvements to the public realm. Projects are intended to improve the image, market, and physical conditions of Oshkosh neighborhoods. Staff provided recognized neighborhood associations and groups pursuing healthy neighborhoods the opportunity to apply for funding to support capital improvement projects within their neighborhoods. A total of eight projects have been submitted and staff is recommending all eight projects for Common Council consideration. A description of last year's projects and the current status is listed below for your review. Previous Projects Status 1. Bus Shelters River East Complete 2. Stoegbauer Playground Improvements Complete 3. Terrace Tree Plantings Complete 4. Jackson Street Neighborhood Traffic, Safety, Completion Fall 2019 Mobility and Improvement Study ANALYSIS The following projects have been reviewed by resident leaders and City staff and are being proposed to utilize Great Neighborhoods Program funding. Projects Recommended: 1. Terrace Tree Plantings $25,000.00 The Parks Department is requesting funding to install terrace trees. Terrace trees will be planted in conjunction with other projects such as street reconstruction, housing rehabilitation, Habitat for Humanity builds, neighborhood plans etc. Staff will work collaboratively with the Parks Departments to ensure trees are planted in a manner that does not conflict with existing underground utilities. 2. Congress Avenue Tot Lot Improvements—Congress Field Neighborhood $200,000.00 The Congress Field Neighborhood Association is requesting funding to improve the Congress Avenue Tot Lot. This project is identified in the 2020 Capital Improvement Program draft budget under the unfunded projects, if approved this project would be implemented fall 2019. The project includes new play equipment, poured in place rubber surfacing, fencing, perimeter walkway and accessible walk connection. 3. William Waters Plaza Construction Plans—River East Neighborhood $27,500.00 The River East Neighborhood Association, in collaboration with city staff, is requesting funding to engage in contractual services to develop architectural designs for the gazebo structure. The gazebo structure appears in the original designs and construction of the gazebo is considered the final phase of the project. The neighborhood association has already fundraised for some of the construction costs in order to help leverage city dollars. 4. George Washington Statue Lighting- Millers Bay Neighborhood $3,000.00 The Millers Bay Neighborhood Association is requesting funding for new up lighting for the George Washington statue located near Menominee Park. The lighting will improve the statue display in the hours after sunset. 5. Outdoor Exercise Equipment—Menominee South Neighborhood $56,769.00 The Menominee South Neighborhood Association is requesting funding for six new outdoor exercise equipment units. This project would take place in conjunction with the Little Oshkosh playground reconstruction. The equipment selection will include the need for handicapped accessible units. 6. Rainbow Memorial Park Trail Engineering, Design and Permitting $75,000.00 Funding is being requested for the engineering, design and permitting required to prepare for the trail installation. This project will happen in conjunction with the Transportation Alternatives Program grant that the City of Oshkosh received in 2019 from the Wisconsin Department of Transportation. 7. Rain Barrels- Stevens Park Neighborhood $1,975.00 The Stevens Park Neighborhood Association is requesting funding to purchase one rain barrel to accommodate the community garden need for a water source. Rain barrels are an environmentally conscious alternative to underground plumbing. This is a low maintenance solution which will make it easier to provide water to the community garden during the grow season. 8. Bus Shelter- Sawyer-Paine Neighborhood $12,000.00 The Sawyer - Paine Neighborhood Association is requesting funding to install one bus shelter to enhance rider experience while using the GO-Transit bus service. The installation will in include grading work and will be ADA compliant. FISCAL IMPACT Total Great Neighborhoods Funding Available $424,886.00 Total 2019 Great Neighborhoods Funding Requested $401,244.00 TOTAL REMAINING 2019 CIP DOLLARS $23,642.00 RECOMMENDATION Staff is recommending approval of Great Neighborhoods Capital Improvement Program funding in the amount of$401,244.00.
