PURPOSE: DESIGNATE BIKE LANES ON OAKWOOD ROAD BETWEEN 9TH
AVENUE AND 20TH AVENUE AND ALLOW PARKING
INITIATED BY: BIKE AND PEDESTRIAN ADVISORY COMMITTEE
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A-
10.1 AND 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE
LANES DESIGNATED AND PARKING REGULATIONS ON DESIGNATED STREETS
AND ALLEYS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Sections 27A-10.1 AND 27A-11 of the Oshkosh Municipal Code
pertaining to bicycle lanes designated AND parking regulations on designated streets and
alleys are hereby amended as follows:
27A-10.1 BICYCLE LANES DESIGNATED
Add Thereto: Oakwood Road, both sides, between 91h
Avenue and 201h Avenue
27A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
OAKWOOD ROAD
Remove Therefrom: No parking, both sides, from 201h Avenue to 91h
Avenue between 5:00 a.m. to 6:00 p.m. on
weekdays except on New Year's Day,
Memorial Day, Fourth of July, Labor Day,
Thanksgiving Day, and Christmas Day
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.

ordinance #19-395 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONs 27A-10.1 AND 27A-11 OF THE OSHKOSH MUNICIPAL CODE
PERTAINING TO BICYCLE LANES DESIGNATED AND PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS on July 9, 2019. The ordinance designates bike
lanes on Oakwood Road between 91h Avenue and 201h Avenue and removes parking

RE: Designate bike lanes and allow parking on Oakwood Road between 9th Avenue and
20th Avenue.
BACKGROUND
The 2011 council approved Bike and Pedestrian Plan identified this stretch of road for bike lane
installation. The bike and pedestrian committee has prioritized this route for 2019 as it connects to the
Westhaven neighborhood signed route and is a major north/south connection.
Oakwood Road is a 48 foot wide road with a striped center line. Parking is restricted from 5:00
a.m. to 6:00 p.m. on weekdays except holidays. Because parking is allowed at times, the road
is striped as a two lane road however; when vehicles are not parked, the road is often treated
as a four lane road.
The Pedestrian and Bicycle Advisory Board recommends approval. (7-0) The Traffic and
Parking Advisory Board recommends approval. (4-1)
ANALYSIS
The average daily traffic count (AADT) is 5,200 on Oakwood Road. For comparison, the
AADT on Murdock Avenue is 9,500, 9th Avenue, east of Reichow, is 12,200 and East Irving
Avenue is 4,900. We have one lane of travel in each direction on each of these roads. Based on
the Oakwood Road traffic volume, 4 lanes of travel are not needed. I also performed left
turning vehicle counts during peak hours. Based on the counts, left turn lanes are
unwarranted and delay to turning vehicles would be minimal.
The residents that spoke at the Traffic and Parking Advisory meeting spoke in favor of
retaining parking and calming traffic. The East Central Regional Planning Commission and
Town of Algoma spoke about the need for multi-modal facilities and interconnectedness. One
resident spoke against bike lanes citing concerns for children.

FISCAL IMPACT
The fiscal impact of these ordinances is the cost of paint signage. The paint and signage cost would
come out of the Sign Department operational budget.
RECOMMENDATION
I recommend that the Common Council approve these modifications to Sections 27A-10.1 and 27A-11
of the Municipal Code pertaining to bicycle lanes designated and parking regulations on designated
streets and alleys.
