HomeMy WebLinkAbout06. 19-382 JULY 9, 2019 19-382 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE CITY OF OSHKOSH PUBLIC ART AND BEAUTIFICATION STRATEGIC PLAN INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, a "Public Art and Beautification Strategic Plan" has been prepared with input and support provided by a Public Art and Beautification Committee, Library Board, Business Improvement District Board, the Common Council and the community at large through multiple public meetings as well as a community-wide survey; and WHEREAS, said Plan establishes strategies for improving cultural and aesthetic opportunities throughout the city; and WHEREAS, the Public Art and Beautification Committee, Library Board and Business Improvement District Board recommend adoption of said Plan by the Common Council. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the " Public Art and Beautification Strategic Plan", on file at the City Clerk's Office is hereby approved and adopted. City:416pr of Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Alexa Naudziunas Associate Planner DATE: June 27, 2019 RE: Public Art and Beautification Strategic Plan (Business Improvement District Board, Library Board, Public Arts and Beautification Committee Recommends Approval) BACKGROUND Staff requests approval of the Public Art and Beautification Strategic Plan, the plan establishes strategies for improving cultural and aesthetic opportunities throughout the city. Oversight of this project has been provided by the Public Art and Beautification Committee. The committee members were responsible for providing direction and review of plan components. The planning process also included multiple public meetings and public hearings as well as a community-wide survey. This strategic plan is the result of many different ideas originating from residents and is an effort to strategize the potential for art and beautification opportunities. The goal of the plan is to enhance community character and economic growth. While it is challenging to ensure that everyone agrees on art based projects, this plan provides a framework for projects that will be appropriate for the Oshkosh community. ANALYSIS The plan begins with an introduction which outlines the vision and goals. Additional information about the plan and study area are also provided. The introduction includes a brief review of the purpose of a strategic plan and concludes with a record of public engagement methods used during the planning process. Section two provides an inventory of current community public art and beautification items and includes a map indicating the location of all public art in the city. Section three provides recommendations for public and private property, concluding with an action plan for the Public Art and Beautification Committee. Section four provides a more detailed explanation about the role of various groups working towards implementing this plan. Successful implementation will rely heavily on public and private partnerships. The goals and objectives have been reviewed and do not conflict with the City's Comprehensive Plan, official maps, or other planning objectives of the City. The Plan does however identify various activities that may involve funding allocations through the Great Neighborhoods CIP funding. RECOMMENDATION The Public Arts and Beautification Committee recommended approval at its June 6, 2019 meeting. Oshkosh, WI 54901 Dear Council, On behalf of the Downtown Oshkosh Business Improvement District, we are writing to support the strategic plan of the City of Oshkosh's Public Art and Beautification committee. While this plan focuses on improving cultural and beautification amenities throughout the city, we believe there are numerous impact areas within the Business Improvement District where enhancements can take place. As an organization that puts forth a great deal of effort on beautifying downtown,we are excited to see a plan of action through the City of Oshkosh that focuses on public art amenities and aesthetics throughout our city. This plan coincides with our current efforts to improve and enhance public art in the downtown area, including our newly developed mural grant program. We believe that public art and beautification projects enhance the quality of life, community character and economic growth. For these reasons we fully support this plan, and hope to see many of these concepts become a reality.
