OSHKOSH COMMITTEE ON AGING (COA) MINUTES
June 4, 2019
A.)Ms. Richey called the meeting to order at 8:00 a.m.
B.) PRESENT: Sue Ashton; Heidi Basford-Kerkhof; Ron Duerkop; Xandy Kloeckl;Julie
Maslowski;Judy Richey; Lurton Blassingame;Julie Kiefer; Deb Allison-Aasby
STAFF: Jean Wollerman, Senior Services Manager; Ray Maurer, Parks Director; Bobbie

C.)APPROVAL OF MINUTES: May 7, 2019 minutes approved as written. Mr. Duerkop
moved to accept the minutes as written, Mrs. Maslowski seconded. Motion carried to
accept the minutes as written.
Mr. Duerkop moved to change the order of the items under E. New Business, to switch
the order of a. and b. and c. and d. Mr. Blassingame seconded. Carried to approve the
change order of the items under E. New Business, to switch the order of a. and b. and c.
and d.
D.)Citizens Statements-
• Cindy Draws, Winnebago County Health Department explained the benefits of
evidence based programs and how they have increased in participation. See times
and locations attachment A. A new program is Healthy Living with Chronic Pain
which had a great response. Two other classes that need two community leaders for
each are: Healthy Living with Diabetes, a 6-week workshop proven to help people
with diabetes better manage their condition, any person impacted by diabetes, (either
they have it or know someone with it) can be trained and the training is coming up in
August (see attachment B; the other class is Stepping On, a falls prevention program.
If anyone is interested they should call Joanne @ Winnebago Count Health
Department at 920 232 3006 for more information.
Mrs. Draws announced June 22nd during the Farmer's Market there will be a
wheelchair wash, with local celebrities, washing and tuning up wheelchairs.
• Mrs. Kiefer introduced herself and explained she has 20 years' experience working
with older adults, she currently works at UWO, in the Learning and Retirement
Program and the Grandparent program.
E.) NEW BUSINESS:
b. Mayor Palmeri presented Mr. Claude Benedict a plaque for 15 years of dedicated service and
thanked him for those years serving on the Committee on Aging Committee. Ms. Richey thanked
Mr. Benedict for his time and recognized him with the kindness award. She announced that there
would be a reception to follow the meeting.
a. Jody Hutchinson and Susan Burns,Active Minds Community-(attachment C) Ms. Hutchinson
and Ms. Burns taught together for many years and both have parents with early stage dementia.
Their passion for learning and the desire to share strategies that have helped their own families led
them to create Active Minds and have been operating for 2 years. Active Minds;a personalized
social learning experience designed to fit the needs of seniors and those with early stage dementia
or mild memory loss and provides needed respite for the caregivers; open house June 13th from
10am to 11 am. cost is$30.00 per 6-week session-with scholarships available through Lakeland
Care and ADRC, themed based sessions and nutrition snack provided, call 920 422-1986, class size
is limited to 10-12 participants, two days a week Wednesdays and Thursdays from fpm to 3:30pm,
starting June 261h, open to all faiths, location in Oshkosh;Our Saviors Lutheran Church, 1860
Wisconsin St, Oshkosh WI 54901. If interested in volunteering to assist with sessions please contact

Mrs. Ashton stated it is a wonderful service and sounds encouraging. Ms. Richey stated there
needs to be more programs like this.
d. Mr. Maurer explained alternate committee members;there would be two alternates on the
board that would come to monthly meetings and share input, they would not have voting rights
unless a voting member was absent and they filled their vacancy for that meeting. Mr. Maurer
explained this would be a training ground for potential members. Ms. Richey agreed this would
provide more resources during discussions at the meetings. Mr. Blassingame stated the
Sustainability Board recommends this. All members are in consensus in agreeing to the two
alternates. Mr. Maurer stated for those interested, to go to the City Website and apply. Ms. Richey
stated there is one application that was received and she would recommend.
c. Election of Officers;Motion: Accept nomination of Officers: Chair Judy Richey,nominated by
Mr. Blassingame, seconded by Mrs. Kloeckl, carried: all in favor. Vice-Chair- Ron Duerkop,
nominated by Mrs. Basford-Kerkhof, seconded by Mrs. Maslowski, carried: all in favor. Secretary-
Heidi Basford-Kerkhof,nominated by Mrs. Kloeckl, seconded by Mr. Blassingame, carried: all in
favor.
F.) OLD BUSINESS:
a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Lurton
Blassingame- No Report
b) Affordable Transportation and Delivery Services for Seniors-Judy Richey- No Report
c) Create Community Design & Policy that supports an Age Friendly community-Jean
Wollerman- No Report
d) Improve Communication and Visibility of Available Services to Seniors-Ron
Duerkop-Mr. Duerkop announced Wisconsin Assembly passed Assembly Bill 76,
lowering the number of hours required for Certified Nursing Assistants (CNAs) by half.
Currently needed is 120 hours and 32 clinical hours, passed bill would be 75 hours and
16 clinical. Advocates are not in favor of the bill, improving pay and working
conditions would help retain current CNAs and recruit new employees. He stated on
June 6th the Senate Committee on Health & Human Services has scheduled a hearing on
Senate Bill 103, 9:30 am in room 411-S in the State Capital.
• Mr. Duerkop explained another Social Security Scam; scammers call and pretend they
work for SS and person is due additional money and they just have to verify their
personal information. He stated hang up and report the call to 1-800-269-0271 or
contact SS on-line at https://oig ssa. og v/report. (attachment E)
• Mr. Duerkop stated the Join Finance Committee (JFC) has a scheduled meeting at 1 pm
June 4th. He stated they will be voting on the Department of Health Services' budget.
He explained one topic is Increase Medicaid provider rates to address the direct care
workforce crisis; 1) Family care managed care organizations MCOs 2) Nursing Homes
and 3) Medicaid Personal Care (MAPC); the other topic is Dementia Care Specialist
(DCS) to expand dementia care specialists to all aging and disability resource centers in
the state to the remaining 27 counties that do not have a specialist. (attachment F)
G.)OTHER BUSINESS:
a. Mrs. Wollerman announced the dates for the Food Truck Fridays;June 21,July 19 and
August 16, from 5 pm to 9 pm. She explained these events are put together by the
Friends of the Oshkosh Seniors Center (FOSC) as a fundraiser to give back to the
Center in support of programs.
b. Mrs. Maslowski announced tomorrow at noon at the Omro Care Center, Oshkosh
Senior Resource Group,Joe McCleer and his other law attorney will be speaking. She
also stated Bella Vista will be having their Patio Concert on June 19, raising
awareness to Alzheimer's.
c. Mrs. Basford-Kerkhof stated she would like to have a booth at the Farmer's Market
and will have Ms. Luft send out a survey to the members with three dates to see
which would work.
d. Mrs. Ashton reminded everyone to stay hydrated in the summer heat;being in a car
for 10 minutes the temperature can go form 80 degrees to 100 degrees;use bug
repellent with deet in it and avoid having standing water in your yard to help with
mosquito control.
e. Mr. Maurer announced the public input survey regarding Lake Shore Park on Poco
can be completed through tomorrow, if you have not signed up for Poco you can do
so on the City's website. He stated on June 10 at 5:30 pm there will be public input at
the Convention Center. He explained as part of the Hazel Street reconstruction the
City will be putting a path on the east side of Hazel Street. Mr. Maurer announced
that the eagle exhibit has been started and will continue through the rest of this year
and hopefully will have a ribbon cutting prior to opening next year.
f. Ms. Richey announced due to the Hazel Street construction, the fireworks will be
moved to a different location this year, they will be by the old Pioneer with activities
by the Leach. However, the parade will be the same as prior years.
g. Ms. Richey polled the members at the table for the July 2nd meeting, consensus the
meeting will take place.
H.)ADJOURNMENT:
Mr. Blassingame moved to adjourn at 9:03am, Mr. Duerkop seconded, motion carried to
adjourn at 9:03 am.
