Initiated by: Terry Laib This property is a contributing structure in the Washington Avenue Historic District and was approved for homeowner tax credits. Mr. Laib is working on the project as the contractor and approached staff about the project and placing it on the agenda. 2.) Is the item related to an Historic District/contributing, listed individually, Landmarked or eligible? This property is part of the Washington Avenue Historic District and is a contributing structure designed by William Waters. 2a.) Does item conform with all Local, State, or other Ordinances, Statutes? This project has several conditions that it must meet as a tax credit project. The Wisconsin Historical Society has already sent these conditions to the property owner and Mr. Laib had these conditions also. 2b.) Has the State Historical Society been notified or involved? Yes—the State has been involved and State architect Mark Buechel was involved with the approval process. 2c.)Are other organizations or entities involved? No. 3.) Are Historic Tax Credits applicable for this item? Yes—it is a tax credit project. 4.) Does this pertain to municipally-owned structures? No. The house is a privately-owned residential property. 5.) What is the Commission priority #for this item? Ongoing projects and property owners that approach the Commission for input are a top priority of the Commission,along with other ongoing tasks. 5a.) Does the Commission have enough information for action(s)? The Commission should have enough information and there is no action the Commission would have to take. Under the historic preservation ordinance the Commission does not review tax credit projects since the State already handles this. More research or follow up on Item? No. Once the project is complete the appropriate paperwork and images must be submitted to the state. 2.) Evidence of"original"? Restore to what time period? Mr. Laib did research and drawings which he sent to the state and the Wisconsin Historical Society reviewed them. 3.) Replacement Materials: accepted by State Historical society? A second copy of these conditions are being provided for your contractor's use. It is the homeowner's responsibility that all conditions are met. Failure to meet these conditions results in project denial. 1. It is unclear if any costs related to the rear porch are included in the eligible expenses. The rear porch has no documentation to verify how it appeared therefore no work related to the reconstruction can be eligible since it is considered conjecture. The sketch for the front porch is marginal not knowing when it was produced, however we will allow it as evidence for reconstruction of the front porch. It cannot be assumed the rear porch matched the front porch, rear porches were often simplified. 2. For the front porch reconstruction to be eligible it must exactly match the historic, even minor modifications can render the work ineligible so please accurately recreate the porch in size, design, and details. 3. The package is unclear,The porch floor should be a tongue and groove floor not spaced boards. 4. All exterior wood, repaired, replaced or new must be painted or stained with a solid body 100% opaque stain. The use of transparent or semitransparent finishes on exterior wood is prohibited. 5. The application was for over $192K, state statute prohibits more than $1 OK in tax credits per project so as submitted you forfeit all credits on work in excess of$40K.
