GENERAL INFORMATION

Action Requested:
Two-lot land division/certified survey snap from one existing 0.8391 acre parcel. Sizes of the
proposed lots are as follows:
Lot 1 =0.4297 Acres
Lot 2=0.4094 Acres
Applicable Ordinance Provisions:
Land division criteria are located in Section 30-441 of the City's Subdivision Regulations.
Property Location and Type:
The subject site consists of one 0.8391 acre parcel, located at the southwest corner of Ryf Road and
Edgewood Road, approximately 1/2 mile west of U.S. Highway 45. The site is currently platted as
Outlot 5 of the Plat of Edgewood Village and is undeveloped except for an Edgewood Village
Subdivision sign and complementary landscaping near the northeast corner of the property. The
surrounding area consists mostly of agricultural uses to the north and east, and low density
residential uses to the south and west.

ANALYSIS
The purpose of this land division is to remove the current outlot status and create two lots for
single-family development. Per state statute, outlots may not be used as a building site. During
preliminary plat review in 2005,the subject site was envisioned to be divided into as many as six
single family lots. This subsequently was reduced to three lots at preliminary plat approval to keep
the lot sizes in line with the rest of the development. At final plat approval, the site was changed to
a single outlot(Outlot 5) to serve as greenspace and placement of a subdivision sign at the northeast
corner of the property.
Lot 1 is proposed to be divided as a 123.00-foot wide by 155-foot deep, 18,717 square foot lot which
exceeds the minimum Single-Family Residential—5 (SR-5)base standards of 60.00 feet wide, 100 feet
deep and 7,200 square feet. The final plat did place direct vehicle access restriction to and from Ryf
Road so staff is recommending access restriction to Ryf Road be placed on Lot 1 on the final
Certified Survey Map (CSM).
Proposed Lot 2 is sized at 145.00 feet wide by 123.00 feet deep and 17,835 square feet in area, again
meeting minimum requirements of the SR-5 District. The lot has a city storm water drainage
easement and 75-foot Shoreland Zoning setback,but is located well into the 25-foot rear yard
setback requirement and will not affect the buildability of the lot.
The proposed land division is partially recreating what was approved on the preliminary plat by
recreating two lots versus three. The proposed lots are larger in area compared to the rest of the
plat's development to the west,but are comparable to lots in the North Shore Preserve Subdivision
to the east. The lots are also detached from the rest of the Edgewood Village development so they
will not appear out of scale or place. The proposed land division is also consistent with the City's
2040 Comprehensive Land Use Plan's recommendation for Light Density Residential Uses.
Staff is not concerned with the loss of the green space for the development. First, the site is not
easily accessible to the current and envisioned core development to the west. Also, the preliminary
plat is conservation-style subdivision using coving design. Plats using coving techniques generally
have narrower, winding streets,non-uniform lot sizes/orientations and provide larger amounts of
green or recreational space than traditional grid-style developments. This is the case with the
preliminary plat which provides ample greenspace, recreation areas and pedestrian trails. The
subject site itself was shown as three divided lots,not greenspace. Should the development
continue to follow its preliminarily approved plat, adequate greenspace will be provided. Any
changes to the plat design will require a Planned Development amendment upon which proposed
greenspace needs will be reviewed and addressed.
With the subject site being an outlot, the Edgewood Village Homeowners Association may have
interests on the property, especially in regard to the maintenance of the subdivision sign. The city
does not have authority to regulate conditions specified in homeowner association agreements,
therefore, the property owner is responsible to ensure any agreements are amended to reflect the
proposed changes. This information has been communicated to the surveyor and property owner.
The Department of Public Works has reviewed the proposed two-lot land division and reported city
water is readily available to the site on Edgewood Road. Sanitary sewer is currently unavailable,

however, construction of sewer is scheduled later this year along Edgewood Road. The Department
of Public Works also noted there are pending special assessments on the property for construction of
the sanitary sewer along Edgewood Road.
RECOMMENDATION/CONDITIONS
Staff recommends approval of the two-lot land division/Certified Survey Map at the southwest
corner of Ryf Road and Edgewood Road as proposed with the following condition:
1. Place a vehicular access restriction on proposed Lot 1 along Ryf Road for vehicles entering
and exiting the property.
