HomeMy WebLinkAbout11. 19-359 JUNE 25, 2019 19-359 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: RESCIND RESOLUTION 18-549 AWARDING BID TO NORTHERN METAL & ROOFING INC. / ROOF REPLACEMENT / WASTEWATER TREATMENT PLANT ($2774.80) INITATED BY: PURCHASING DEPARTMENT WHEREAS, the Common Council previously approved Resolution 18-549 to award the WWTP Headworks and Digester Building Roof Replacement bid to Northern Metal & Roofing; and WHEREAS, after the bid award it was determined that additional work would be required to complete the proposed project and it was therefore necessary to revise the specifications; and WHEREAS, it is therefore necessary to rescind the prior resolution and re-bid the project. NOW, THEREFORE, BE IT RESOLVED by the Common Council for the City of Oshkosh that Resolution 18-549 is hereby rescinded and shall have no further force and effect. Money to pay costs associated with this rescission shall be appropriated from the following: Acct. No. 0551-1946-1731-XXXXX Sewer Utility- Treatment Structures & Improvement 0322-1910-7206-05814 Capital Construction- Digester Roof Replacement 111 of Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: June 13,2019 RE: Rescind Resolution 18-549 Awarding Bid to Northern Metal&Roofing Inc./Roof Replacement/Wastewater Treatment Plan ($2,774.80) BACKGROUND At their November 14, 2018 meeting the Common Council approved resolution 18-549 to award the WWTP Headworks and Digester Building Roof Replacement bid to Northern Metal&Roofing. ANALYSIS After the bid award the roofing contractor determined they would need to remove the two large HVAC rooftop units to complete the roofing to meet manufacture's specifications. These units provide circulation for areas of the wastewater treatment plant that are exposed to dangerous gas accumulations. As the need to maintain circulation was not included in the contract documentation and the cost to remove and reset the units would have exceeded 15% of the contract dollar amount the decision was made to cancel the contract,revise the specifications and then re-bid the project. FISCAL IMPACT Cancellation of the contract will result in a fiscal impact of$2,774.80 in costs to the contractor for labor, restocking fees and performance bond. This project was assigned to A/N#: 05511946 1731 XXXXX and 03221910 7206 05814. RECOMMENDATION Purchasing recommends the Common Council rescind resolution 18-549.
