RE: Professional Services Agreement with FGM Architects for Police Department Space
Needs Assessment($53,000.00)
BACKGROUND
One of the City Manager's 2018 goals established by Council was to provide a comprehensive look at
City-owned facilities. In response to this goal General Services' staff conducted a Facilities Maintenance
Matrix that collected facility assessment data within the last 15 years from our departments. This data
was compiled into a Facilities Maintenance Matrix covering each building's various assessments
including HVAC, roofing, emergency generators, elevators, space needs assessments and more. The
matrix review also presented recommendations that further space needs assessments and staffing
analysis be conducted moving forward, contingent upon funding approval, for City Hall Space Needs
Assessment, Police Staffing Analysis, Safety Building Space Needs Assessment, Fire Staffing Analysis,
Fire Space Needs Assessment. This matrix was presented at the April 10,2018 Common Council meeting.
At this same meeting Council approved $250,000 in fund balance reservations for these five space need
assessments and staffing analysis'. The City issued an RFP in summer, 2018 for the City Hall Space
Needs Assessment,selecting FGM Architects. The City Hall Space Needs Assessment was completed in
late 2018 and presented to Common Council at their February 13, 2019 workshop.
ANALYSIS
Based on the positive feedback from FGM's completion of the City Hall Space Needs Assessment,and in
concert with the space needs assessment priorities, staff solicited a proposal from FGM to conduct the
Safety Building Space Needs Assessment in May, 2019. Similar to the City Hall project, the Safety
Building Space Needs Assessment will include developing an assessment of the facility needs for the
Police Department and preparation of an existing conditions report followed by a facilities master plan
which will include identifying options to meet the facility needs,budget development,prioritization and
cost benefit analyses. The goal of the study is to provide the City with an informational foundation which
will be used to make consensus driven informed decisions on how to best address the facility needs of
the Police Department.
FISCAL IMPACT
The Common Council approved the development of a Contingency Fund through Resolution 18-
191/2017 Fund Balance Reservations, to fund this initiative requested by the Common Council. There
are sufficient funds for this assessment. This project will be charged to A/N#: 0323-0130-6401-63912.

RECOMMENDATION
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including architectural services, may be procured without the use of competitive
bidding or quotation process. In accordance with Section 12-16 of the Code, I am hereby submitting this
report regarding this staffing analysis agreement.
