INITIATED BY: TRAFFIC AND PARKING ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS OTTER AVENUE Remove Therefrom: No parking, south side, from State Street to Main Street. No parking, south side, from State Street to 30 feet east of State Street. No parking, south side, from 72 feet east of State Street to 244 feet east of State Street. 15-minute parking, south side, from 30 feet east of State Street to 72 feet east of State Street. Add Thereto: No parking, south side, from Main Street to 244 feet east of State Street. CUSTER AVENUE Add Thereto: No parking, north side, from Eastman Street to 50 feet west. COURT STREET Add Thereto: No parking, east side, from Ceape Avenue to 50 feet north. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #19-344 APPROVE PARKING RESTRICTIONS ON OTTER AVENUE, SOUTH SIDE, FROM MAIN STREET TO 244 FEET EAST OF STATE STREET; IN THE CUL-DE- SAC BETWEEN LAKE POINTE DRIVE AND SUNNYBROOK DRIVE;CUSTER AVENUE, NORTH SIDE, FROM EASTMAN STREET TO 50 FEET WEST; COURT STREET, EAST SIDE, FROM CEAPE AVENUE TO 50 FEET NORTH. This ordinance modifies parking regulations on a section of Otter Avenue, in the cul-de-sac between Lake Pointe Drive and Sunnybrook Drive, Custer Avenue, and Court Street. City of Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Transportation Director DATE: May 24, 2019 RE: 19-314 Approve Parking Restrictions on Otter Avenue, in the Cul-de-sac between Lake Pointe Drive&Sunnybrook Drive, Custer Avenue &Court Street BACKGROUND There are 4 areas where parking restrictions have been reviewed: (1) Otter Avenue was reconstructed and there was 15 minute parking where the mailbox drop off is now located. (2) There are cars parking in the cul-de-sac by the lift station between Lake Pointe Drive and Sunnybrook Drive. This makes two residential driveways inaccessible as the roadway is only 15 feet wide. (3 & 4) Buses are having difficulty negotiating turns on Custer Avenue and Court Street due to parked vehicles close to the intersection. The traffic and parking advisory board recommend approval of(7-0) ANALYSIS Allowing parking in front of the mail boxes makes them inaccessible on Otter Avenue. Allowing parking in the cul-de-sac by the lift station between Lake Point and Sunnybrook Drive makes 2 residences inaccessible by vehicle. Removing a small amount of parking on Custer and Court will allow the buses to safely negotiate their turns. The removal of parking in these areas will have minimal impact as there is ample parking nearby. FISCAL IMPACT The fiscal impact of these ordinances is the cost of signage. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION Section 27A-11 of the Municipal Code pertains to parking regulations on designated streets and alleys.
