PURPOSE: APPROVE AMENDED SPECIAL EVENT / OSHKOSH
ZOOLOGICAL SOCIETY / TO UTILIZE OPERA HOUSE SQUARE
FOR THE INTO THE NIGHT EVENTS/JULY 17&SEPTEMBER 19,
2019
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the Oshkosh Common Council previously approved the amended dates
for the Into the Night events to be held in Opera House Square, South Park and Menominee
Park on May 23 and September 19, 2019, and
WHEREAS, the Oshkosh Zoological Society (Chanda Anderson) has requested an
amendment to reinstate the July event date and host the events on Wednesday,July 17 and
Thursday, September 19 and to request the partial use of N. Main St. (parking areas located
on the west side of N. Main St.) and High Ave. (one lane traffic creating the north lane as a
buffer for safety).
NOW, THERFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that Oshkosh Zoological Society (Chanda Anderson) shall utilize Opera House
Square, N. Main St. and High Ave. for the Into the Night events,July 17 and September 19,
2019, and that the following exception be granted:
A. An exception to the provisions of section 6-6 of the Oshkosh Municipal Code
is granted to allow animals in the Park on the event dates (for promotional
purposes). A vendor list of any animals must be submitted to the Special
Events Coordinator for approval two weeks prior to each event date.
B.
BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer shall pay
the City's actual costs for extraordinary services.

WI,54902. All applications must include a detailed layout/route and the application fee($25 single day event/$35 multi-day event).

Re: Oshkosh Into the Night
To whom it may concern:
Oshkosh Into the Night is a new event we've been working on for Oshkosh, a night art market.
Appleton, Madison, Milwaukee all have these as monthly events and have them organized by different
groups of paid employees, like the Chamber,or Newaukee.
Almost a year ago, I (Chanda, owner of Caramel Crisp)saw some grumbling on facebook from people
who were complaining that"Oshkosh didn't allow Bazaar after Dark to come here" (which is not
accurate). Anyway, after doing some extensive legwork and a lot of assistance from Kathy Snell, I called
a meeting of volunteers to plan an Art Market at night for Oshkosh. At these meetings we came up with
a number of ideas and brainstormed and went back and forth with Kathy to make this event happen for
our community.
The originally committee (all volunteers) each took a date, the person with the July date could no longer
make the commitment. In addition I had asked for input from the Main street business owners and they
we're not fully onboard with an event during EAA. The kind of final straw with the July date was that
Propel who was onboard, backed out in fear of this being too much for them to commit to. Knowing
was limited on my back and forth to council I did the change out of a little frustration with lack of help,
not having much free time myself...I admit I maybe did that decision a little too quickly, and in hindsight
wish I would have handled that differently, hence the issue now.
This last Thursday was out first night and was received very well by the community. We had great
weather and we did know that people are starving for outdoor stuff to do in May but had no idea we'd
have that kind of attendance. We had a TON of requests to consider adding the July date back in. With
any first time event you really just do not know how well it will do. Since this is type of event is exactly
what the square was made to host, I really want to keep this event in our downtown and build it into an
amazing event. I know that we have to continue to work out some kinks but we will continue to do that.
Besides the community excitement with attending the event, I've had numerous people step up and
offer assistance in volunteering with planning and whatnot. Now having done the hard part and getting
through the first one,each one in the future should be easier. Moving forward the plan is to have them
every other month (May,July, September). I am hoping you accept my apology in canceling the July
event too hastily and can understand and support my request for an additional amendment to reinstate
a July event date.[ am hoping you accept my apology in canceling the July event too hastily and
understand that now with more volunteers stepping up in addition to an amazing first event,you feel
that this is an acceptable excuse and allow me to go back for re-approval.
After some extensive communication with volunteers, the community,the CVB and others, we would
like to host a July event on Wednesday July 17t"
