PURPOSE: APPROVE PURCHASE OF LIGHT POLES AND FIXTURES TO
ENTERPRISE LIGHTING LTD AND PHILIPS LIGHTING
(SPECTRUM) FOR LAKESHORE RIVERWALK, CONTRACT
NO. 19-10 ($71,443.35)
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the City has allocated 2019 CIP funds for construction of the Lakeshore
Riverwalk, a pedestrian trail from I-41 to Punhoqua Street within the former Lakeshore Golf
Course, which includes asphalt paving, lights, benches, bridges, electrical, etc.; and
WHEREAS, the Electrical Division secured proposals from the City's standardized
suppliers for the City's light poles and fixtures for the necessary equipment for this project.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase light poles and fixtures for the
Lakeshore Riverwalk Project from:

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and
directed to enter into an appropriate agreement for the purpose of same. Money for this
purpose is hereby appropriated from:

Lighting Ltd and Philips Lighting (Spectrum) for Contract 19-10
Lakeshore Riverwalk for$71,443.35
BACKGROUND
The Common Council allocated funds in the 2019 CIP for the Lakeshore Riverwalk
Project which includes asphalt paving, lights, benches, bridges, and electrical. As part
of this project, the City will purchase and supply the light poles and fixtures to ensure
compliance with the City's lighting standards. Installation of the equipment will be
coordinated by the electrical subcontractor for the project.
ANALYSIS
This section of Riverwalk lighting will be slightly different from other Riverwalk
Corridor sections. The light poles and fixtures for the Riverwalk Corridor uses a
nautical style overhead light. City Parks and parking lot areas use a standardized City
acorn style light fixture and coordinated light pole. Since the Lakeshore Riverwalk will
connect with a trail in Rainbow Memorial Park, and to have consistency between the
two adjacent areas, a decision was made to use the acorn style fixtures and poles for the
Lakeshore Riverwalk.
Staff requested the Electrical Division to secure a proposal for the required light poles
and fixtures for this project from both Enterprise Lighting Ltd. and Philips Lighting
(Spectrum), supplier's for the City's standardized light poles and fixtures.
FISCAL IMPACT
The cost of the light poles from Enterprise Lighting is$29,698.35 and the acorn style
fixtures from Philips Lighting (Spectrum) is$41,745. The total fiscal impact for both
purchases is$71,443.35. Funds are available in the 2019 CIP for this purchase.
RECOMMENDATION
Section 12-11 of the Municipal Code provides that purchases may be made without
following a formal competitive bidding process when the purchase is from only one
source of supply or when standardization or compatibility is the overriding
consideration. Staff recommends Council approve the acquisition of light poles from
Enterprise Lighting and fixtures from Philips Lighting (Spectrum) for$71,433.35
