HomeMy WebLinkAbout14. 19-332 JUNE 11, 2019 19-332 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD CONTRACT NO. 19-10 TO PAYNE & DOLAN FOR CONSTRUCTION OF LAKESHORE RIVERWALK I-41 TO PUNHOQUA STREET ($1,232,621.00) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh has heretofore advertised for bids for construction of a bike/pedestrian trail for the Lakeshore Riverwalk, from I-41 to Punhoqua Street; and WHEREAS, upon the opening and tabulation of bids it appears that the following is the most advantageous bid: Payne & Dolan Inc. W6380 Design Drive Greenville, WI 54942 TOTAL SASE BID $1,232,621.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 0538-1040-7216-67901 TID #35 Lakeshore Riverwalk Land Improvements Cityf roe Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: June 6, 2019 RE: Award Contract No. 19-10 to Payne and Dolan Construction Company for Construction of Riverwalk from I-41 to Punhoqua Street($1,232,621.00) BACKGROUND The City included the construction of the Lakeshore riverwalk from I-41/Tribal Heritage Trail east to Punhoqua Street in the proposal to Oshkosh Corporation for their Global Headquarters project. Since then, the City has obtained a $793,000 grant from the Wisconsin Department of Natural Resources for the construction of a riverwalk. Oshkosh Corporation also made a $600,000 donation toward the construction of the riverwalk. The favorable bid contained in the proposed construction contract would allow the City to complete the riverwalk as planned. ANALYSIS The total scope of the project includes the construction of an asphalt trail from the I-41 right of way east to the terminus of Punhoqua Street. The original design was a basic asphalt trail with no improvements. With the Oshkosh Corporation donation and the WisDNR grants, the trail would now include the bollards and benches that match other riverwalk sections. The lighting will match existing park lighting. As a result of the grant and donation, the City will be able construct a trail with all the improvements, at a lower cost to the City. Construction would start in the summer of 2019 and finish by October 1, 2019, thereby meeting the development agreement requirement which required the City to construct the public improvements prior to the projected completion of the Oshkosh Corporation Global Headquarters. In 2021, the City will be extending the riverwalk trail further east through Rainbow Memorial Park, with the assistance of a grant from Wisconsin Department of Transportation. In addition to the WisDNR grant funds and the Oshkosh Corporation donation, the City's share of the funding is$200,000, and will be funded from the Lakeshore land sale proceeds.
