ELECTION OF OFFICERS As per Municipal Code, Section 2-36, election of the chair and vice chairperson should be held each year. SECTION 2-36 RULES, MINUTES, NOTICE AND COMPENSATION Unless specifically modified elsewhere in this Code, the following provisions shall apply to all boards or commissions of the City of Oshkosh: (A) Notwithstanding anything to the contrary contained within this Municipal Code, terms for all citizen advisory boards, commissions and committees, whether enumerated in this Chapter or elsewhere in this Code, shall begin on June 1 and shall terminate on May 31 of the respective year; except that the terms for Board of Review shall begin on May 1 and shall terminate on April 30 of the respective year. (H) Each board and commission shall elect from its membership a chairperson who shall preside at all meetings and a vice chairperson who shall exercise the powers of chairperson in the absence or disability of the chairperson. Each shall serve one-year terms, until a successor is elected and qualified. 2. A REQUEST FOR AN ALTERNATE BOARD MEMBER This is a request from the Mayor. The mayor has asked that all Boards and Commissions consider whether alternate members should be appointed to fill in when Board members are absent to insure a quorum at all meetings. 3. A REQUEST FOR BIKE LANES AND POSSIBLE REMOVAL OF PARKING ON OAKWOOD ROAD FROM 9TH AVENUE TO 20TH AVENUE (CURRENT CONDITION: NO PARKING, BOTH SIDES, FROM 20TH AVENUE TO 9TH AVENUE 5:00 A.M. — 6:00 P.M. TPAB AGENDA ITEMS 2 NNE 11, 2019 MEMORIAL DAY, FOURTH OF JULY, LABOR DAY, THANKSGIVING DAY, AND CHRISTMAS DAY) This is a request from the Bike and Pedestrian Committee. Oakwood Road is a 48 foot wide road with no parking from 5:00 a.m. to 6:00 p.m. on weekdays except holidays. These restrictions were enacted in 2000 following the reconstruction of Oakwood Road to a 48 -foot width. Oakwood Road is designated in the 2005 Comprehensive Plan as a collector street, for which the Comprehensive Plan proposes a minimum pavement width of 36 feet. The wider street reflects the 1993 Comprehensive Plan, which called for Oakwood Road to be wide enough for a four - lane street. The situation here has some similarities to 9th Avenue east of Highway 41, which was recently converted to a 3 lane street, Parking was prohibited most times which allowed two lanes of vehicular travel in each direction. Parking was allowed during times of day when less traffic demand was anticipated. Because parking was allowed at times, white dashed lane lines were not marked on the roadway. From a crash history or congestion perspective, there does not appear to be a problem here. However, citizens have expressed concern about driver confusion in areas like this, where the roadway is wide enough to support two lanes of traffic each direction but the occasional presence of parked vehicles prevent the road from being marked as such. The average daily traffic count (AADT) is 5,200 on Oakwood Road. For comparison, the AADT on Murdock Avenue is 9,500, 9th Avenue, east of Reichow, is 12,200 and East Irving Avenue is 4,900. We have a road diet on Murdock and 9a' Avenues. We have one driving and bike lane in each direction with parking on one side of Irving Avenue. Based on the Oakwood Road traffic volume, 4 lanes of travel are not needed. A concern was brought up regarding left turning vehicles. I counted the left turns during the afternoon peak hour between 2:15 and 3:15 p.m. There were 36 left turns from North Oakwood Road onto Ruschfreld Drive. These appeared to mostly be parents who picked their kids up at Traeger School. There were very minimal delays to turn left as the stop sign at 9ih and Oakwood creates gaps in traffic. I counted only 12 left turning vehicles going west on Newport Avenue and 16 going east on Newport Avenue during the peak afternoon hour. The school zone crossing at Oakwood Road and Newport Avenue which significantly slows traffic before and after school. I then did peak a.m. hour left turn counts. There were only 8 left turns from Oakwood onto Ruschfield Drive. Observing the traffic patterns, it appeared that most vehicles left the neighborhood to go to work or drop their kids off at school and did not return until after school or work. There were not enough left turns to justify dedicated left turn lanes and dedicated left turn lanes at non arterial/non traffic controlled intersections leading to local roads would be very unusual. Additionally, the road is currently one lane in each direction so implementing options 3 or 4 would not change the legal traffic flow although it is understood vehicles do currently use the parking lane as a travel and/or passing lane when there are not vehicles parked. (These options are pictured in Figure 1.) Option 1: Stripe the roadway as a 4 -lane roadway. This would require removal of existing on -street parking. From a traffic perspective, Oakwood Road does need to be marked for this type of capacity. • Option 2: Convert the roadwav to a 3 -lane roadwav/road diet. with desienated bicvcle lanes. This would require removal of existing on -street parking. This option would agree with the 2011 Bicycle and Pedestrian Plan recommendation. It is likely that this roadway can comfortably handle its existing traffic load on a 3 -lane configuration, especially since the two-way left turn lane provides additional capacity at intersections. Option 3: Convert the roadwav to a 2 -lane roadwav with desienated bicvcle and Darkine lanes. It is possible within the 48 -foot width to have one 11' driving lane, one 5' bike lane, and one 8' parking lane in each direction. This option agrees with both the 2011 Bicycle and Pedestrian Plan and the 2005 Comprehensive Plan. However, there is currently limited parking demand on Oakwood Road. Therefore, at many times of day, this 13' wide area (parking and bike lane) may appear to be a second driving lane. TPAB AGENDA ITEMS JUNE 11, 2019 Due to the likely demand by residents for on street parking and to better organize traffic and follow the 2011 council approved Bike and Pedestrian Plan, I recommend Option 3 to preserve on street parking and add bike lanes per the council approved Bike and Ped Plan. However; if there is not a demand for parking, option 2 would make the most sense from a traffic engineering standpoint. I recommend approval of option 2 or 3 (based on parking demand).
