RE: Cooperative Purchase of Emergency Generator for Safety Building
BACKGROUND
The current generator at the Safety Building is 30+years old and has reached the end of its service life.
The generator provides back up power to the Safety Building during power outages. The 2017 CIP
allocated$85,000 for replacement of this unit.
ANALYSIS
Working with Electric and Facilities Maintenance staff,Purchasing identified the necessary specifications
required for the new generator including type,size,warranty and service. Staff reviewed the two leading
generator manufacturers and consulted with city staff that utilize generators for their operations. Based
on this review,staff concluded a 200 KW Caterpillar generator via the national cooperative contract from
Sourcewell (formerly the General Services Administration) would best meet the needs of this project.
Using Sourcewell cooperative contract #120617-CAT the city was able to secure a 36% discount on the
new generator. Fabick Cat(dba/JFTCO Inc.)is the local authorized Caterpillar dealer. The new unit will
be delivered in late summer and operational by the fall.
FISCAL IMPACT
The fiscal impact of this generator purchase via the national Sourcewell cooperative purchasing program
is $62,522.16. The 2017 CIP allocated $85,000 for this project. This purchase will be charged to A/N#:
03230130 7204 06728.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council. If
