Recognition of Menominee North Neighborhood Association 102r, City f W Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Alexa Naudziunas Associate Planner DATE: May 13, 2019 RE: Recognition of Menominee North Neighborhood Association The subject neighborhood association held a general membership meeting on Sunday,May 5,2019. Approximately 51 attendees voted on neighborhood boundaries, a neighborhood name,and adopted organizational by-laws,in accordance with the City's Neighborhood Recognition Policy.The Menominee North Neighborhood Association's (MNNA)boundaries are as follows: New York Avenue to the north,Irving Avenue to the south, railroad tracks to Lake Winnebago. A map of MNNA's boundaries is attached for your reference. Upon the creation MNNA, the number of recognized neighborhood associations in Oshkosh is now 17. City recognition will allow MNNA to access funding through the Community Building&Engagement Program administered by Greater Oshkosh Healthy Neighborhoods,Inc. (GO-HNI)to support neighborhood events,projects, and activities. In addition,MNNA will be eligible to apply for City's Great Neighborhoods funding to support capital improvements in their neighborhood and property owners will be eligible to apply for financial housing incentive programs available to City of Oshkosh recognized neighborhood associations. Upon receipt of the required materials,Planning Services stA will review the documents and notify, in writing,the neighborhood association leadership and City Council of his or her decision with regard to recognition within three (3)weeks, Recommended by: Date: GO-HNI Approved b : Date: pp Y City of Oshkosh Menominee North Organizing Meeting Notes Sunday, May 5, 2019 5:00 — 6:00 pm Webster Stanley Middle School Auditorium Welcome from Oshkosh Healthy Neighborhoods (GO-HNI), Pam Ruder and Cora Strand. A presentation covering the benefits of a Neighborhood Association in Oshkosh was given and a discussion about what a neighborhood association is and isn't followed. Co-chairs Patti Waldecker and Dee Walter along with the core group members were introduced and thanked for their efforts to get things started. Attendees were asked to sign-in and identify their location on the large map with a sticker. The Neighborhood boundaries, as shown on the large map, were approved. After John Lemberger gave a brief review of the historical aspects of the area, the neighborhood name was voted on in stages from the following: o Neighborhood Association Name—could vote for two • Menominee North • Lake Shore Park • Park Central • Menominee Trackside East • Webster Oaks • Historic Menominee • Webster Waters • Webster Square • Webster Block o Top three were determined—could vote for one • Menominee North • Webster Oaks • Historic Menominee o Menominee North was selected as the official neighborhood association name. The Menominee North Neighborhood Association Agreement was approved by a unanimous vote. (Attached) The general membership annual meeting of the Menominee North Neighborhood Association is scheduled for Sunday, June 91h at the Webster Stanley Middle School Auditorium. • Team Organization o Core team will be approved at the annual meeting (date to be determined): Co-Chair: Patti Waldecker, paddecker@yahoo.com, 920 E. Melvin Ave Co-Chair: Dee Walter, cwalter@new.rr.com, 511 Pyle Ave Anyone interested in being part of the core team should submit their information to Patti or Dee two weeks prior to the annual meeting. o Communication channels will be established at the annual meeting Neighborhood email: Neighborhood Facebook page: The co-chairs will make a flier to be sent to the Menominee North Neighborhood Association informing them of the annual meeting. Needs to be submitted to the City of Oshkosh by May 24th • Social and/or event team will be discussed at the annual meeting—invite should suggest that if you have ideas you want to see implemented please bring suggestions to the annual meeting. In order to be reimbursed for expenses, you need to show that the Neighborhood had an affirmative vote. o July 1611 is Neighborhood Night at the Leach—a possible event for the neighborhood. Menominee North Neighborhood Association Agreement The purpose of the Menominee North Neighborhood Association is to improve the quality and maintain the safety of our neighborhood by encouraging engagement among residents. The Menominee North Neighborhood Associations boundaries are New York Avenue to Irving Street, from the railroad tracks at Broad Street to take Winnebago. The Menominee North Neighborhood Association recognizes the uniqueness of the individuals within our neighborhood and will promote and protect the diversity of our community. The core team of the Menominee North Neighborhood Association consists of a minimum of 5 members, but is open to all residents within our boundaries. Membership in the Menominee North Neighborhood Association is free, voluntary and open to residents that own or rent a home or own or represent a business within our boundaries. Residents wishing to join the core team can submit their name, address, phone number and interest to the Menominee North Neighborhood Association email at least 14 days before the annual meeting. The core team will present the names at the annual meeting and all residents in attendance that are 18 or older will vote on the appointment of new members. Agenda items for the annual meeting must be submitted to the core team at least 14 days before the annual meeting and can be submitted to the chair or the Menominee North Neighborhood Association email. The Menominee North Neighborhood Association will hold an annual meeting and hold at least one event each year. Other meetings and events will occur as deemed necessary by the core team. Residents are encouraged to attend and participate in meetings and events, and to take roles on teams within the Menominee North Neighborhood Association. Each member shall be entitled to one vote. Decisions are made by majority rule of those present. Non-residents may attend meetings as observers but will not have voting rights. All residents and observers that attend a meeting are expected to show respect for others in attendance and the location of the meeting. The core team is responsible for creating an agenda for all meetings, taking minutes during the meeting, and making both available to residents upon request. Communication about the Menominee North Neighborhood Association will be primarily through email and Facebook. Interested residents should provide an active email address and/or follow the neighborhood association Facebook page. The power to alter, amend or repeal the Agreement shall be vested in the members. Such action shall be taken at the Annual meeting, or a meeting called for that purpose by the core team. Written advance notice (minimum of 14 days) shall be given for any proposed change to the Agreement.
