PURPOSE: APPROVE SPOT SLIGHT DESIGNATION; AUTHORIZE
REDEVELOPMENT AUTHORITY TO ACQUIRE; 653 MOUNT
VERNON STREET ($18,000.00)

REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority
may spot blight and acquire blighted property without designating a boundary or
adopting a redevelopment plan; and
WHEREAS, the property owner has offered the property at 653 Mount Vernon
Street to the Redevelopment Authority and said property is not within a designated
redevelopment area; and
WHEREAS, the Redevelopment Authority conducted a public hearing and
approved a determination that the property at 653 Mount Vernon Street is blighted and
in need of rehabilitation and blight elimination.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the property 653 Mount Vernon Street is hereby declared blighted pursuant
to the provisions of Section 66.1333, Wisconsin Statutes.
BE IT FURTHER RESOLVED by the Common Council that a comprehensive
redevelopment plan is not necessary to determine the need for acquisition and
redevelopment of said property.

CONT'D
BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials
are authorized and directed to acquire said property for 18,000.00 and execute any and
all documents necessary to consummate this transaction. Money for this purpose is
hereby appropriated from Acct. No. 303-0740-7208-16817 Community Development
Block Grant Land Purchase.

BACKGROUND
Staff was approached by the owner of 653 Mount Vernon to acquire the property to the City.
The property is in the Near East Redevelopment Area. The house is assessed for $36,900. The
owner agreed to a sale price of$18,000.
ANALYSIS
Staff has inspected the building and the costs of rehabilitation would far outweigh the value of
the house. Demolition would cost about$10,000. The lot is 33' x 120', which could allow for
the construction of a new affordable single family home or be combined with an adjacent lot.
The RDA owns several parcels on the west side of Jefferson Street and one parcel on the east
side of Jefferson Street. The house is located in one of the lowest scoring blocks on the Quality
of Life Map. The property and block score below average for condition, police calls and
foreclosures. The house condition could be a contributing factor to the low score for the block.
Removing the house will increase the block and neighborhood score.
FISCAL IMPACT
CDBG funds will be used for the acquisition and demolition tipping fees. There are adequate
funds available for this type of blight removal project.
RECOMMENDATION
The Redevelopment Authority recommended approval of the spot blight designation and
acquisition of property at 653 Mount Vernon Street for$18,000.
