PURPOSE: APPROVE PROFESSIONAL SERVICES AGREEMENT FOR
DESIGN SERVICES FOR WEST WAUKAU AVENUE BRIDGE /
STRAND ASSOCIATES, INC. ($93,500.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with Strand Associates, Inc.
for design services for West Waukau Avenue Bridge in the amount of ninety-three
thousand five hundred dollars ($93,500.00)

RE: Approve Agreement for Professional Services for Design Services for the West
Waukau Avenue Bridge/Strand Associates,Inc. (Strand) ($93,500)
BACKGROUND
The Winnebago County Highway Department inspects all bridges within the City of Oshkosh on
a bi-annual basis in accordance with Wisconsin Department of Transportation (WDOT)
requirements. Those reports are submitted to the WDOT upon completion. As a result of the
inspection completed in late 2016, the WDOT required that the West Waukau Avenue Bridge
over Gallups/Merritts Creek be weight restricted to twenty (20) tons. This restriction was
immediately communicated to Oshkosh Corporation, the largest nearby company impacted by
the restriction.
Engineering Division worked with Strand to develop a scope of services to complete the design
of a new bridge crossing at this location. The new bridge structure will likely be constructed of a
multi-cell box culvert. The scope of services includes: developing and executing a sediment
sampling plan within the creek;identifying the state and federal permits required and completing
permit applications; conducting necessary topographic survey; performing creek-modeling
analysis to determine bridge design parameters; preparing necessary design plans and
specifications for the bridge and utility work within the public right-of-way;and assisting during
the bidding process.
ANALYSIS
Engineering Division staff carefully reviewed the scope of services and worked with Strand to
determine which tasks the City may be able to self-perform. Once the final scope of services was
determined, Engineering Division staff reviewed the proposed cost, and found that it is in line
with the level of effort necessary to complete the project. Strand was chosen to perform these
services because of their experience in providing similar services to the City.

FISCAL IMPACT
The proposed fee is not to exceed $93,500. Funding for these services is included in the 2019
Capital Improvements Program.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code,I
am hereby recommending the Common Council approve this agreement.

Waukau Avenue Culvert Replacement
Dear Mr.Rabe:
This Proposal presents Strand Associates, Inc."s (Consultant) anticipated Scope of Services and
associated Compensation for providing engineering services to City of Oshkosh (City) for the culvert
replacement, utility, and approach work for the Waukau Avenue culverts carrying Gallops/Merritts
Creek, including creek realignment downstream of the proposed culverts.
Scope of Services
Proposed services can be described as follows.
1. Prepare sediment sampling plan in accordance with NR 347 and submit to Wisconsin
Department of Natural Resources (WDNR)for approval.
2. Collect sediment and parent material samples in accordance with NR 347 at up to six locations
and submit for analysis.
3. Summarize results and provide to City and WDNR.
4. Evaluate the potential for discharge of fill materials into the Waters of the United States, in
accordance with the provisions of the Clean Water Act and Chapter TRANS 207, and prepare
the necessary permit application.Preparation of an individual Section 404 permit application for
submittal to the United States Army Corp of Engineers may be provided through an amendment
to this Proposal.
5. Identify wetlands impacts in conjunction with WDNR following the procedures in TRANS 207.
6. Prepare and submit a Water Resources Application in accordance with TRANS 207 for project
permits to City and WDNR for review and approval.
7. Obtain existing utility maps for known utilities within the project area and obtain input from the
utility facility owners to establish features of the project that will affect utility facilities.
8. Attend up to two utility meetings with City and utility representatives to discuss applicable
features of the project.
9. Attend up to three design meetings with City to discuss applicable features of the project.
10. Conduct topographic survey of the project area.
11. Conduct cross section survey of Gallops/Merritts Creek at approximately 15 locations from 150
feet upstream of Waukau Avenue to 200 feet downstream of the railroad bridge.

12. Locate the necessary section corners and provide a legal description for the preparation of an
easement document and easement acquisition by City. Surveys will include ties to two section
corners, quarter corners, or to street lines or block corners in platted areas. These ties will be in
sufficient detail to permit the preparation of a proper legal description of the easement to be acquired.
13. Locate and temporarily mark the easement boundaries in a manner that will facilitate the
appraisal of the affected parcel.
14. Prepare road and utility drawings and submit to City for review. It is anticipated that a total of
250 feet of approach services will be necessary for the drawings.
15. Perform hydrologic calculations and modeling to estimate peak 100-year design storm flood
flows for Gallops/Merritts Creek.
16. Develop an existing condition hydraulic HEC-RAS model of Gallops/Merritts Creek from
approximately 150 feet upstream of Waukau Avenue to approximately 200 feet downstream of
the Railroad Bridge.
17. Develop a proposed conditions hydraulic model of Gallops/Merritts Creek to reflect proposed
Waukau Avenue culvert improvements and a potential change in creek alignment just
downstream of Waukau Avenue.
18. Prepare a structure survey report/hydraulic report and submit to City for review,including copies
of design calculations.
19. Prepare structural design calculations for two-cell or three-cell cast-in-place concrete box culvert
in accordance with American Association of State Highway and Transportation Officials and
Wisconsin Department of Transportation(WisDOT)requirements.
20. Prepare preliminary box culvert structural drawings in accordance with WisDOT standards for
review by Owner.
21. Prepare final box culvert, utility, and roadway drawings for bidding.
22. Prepare special provisions to accompany contract documents prepared by City.
23. Prepare addendum and answer questions during bidding.
Compensation
City shall compensate Consultant for Services on an hourly rate basis plus expenses for a not-to-exceed
fee of$93,500 in accordance with the hourly rate table below.

Schedule
Services will begin upon execution of an agreement prepared by City, which is anticipated on
May 28,2019. Services are scheduled for completion on August 31,2019.

City's Responsibilities
1. Assist Consultant by placing at Consultant's disposal all available information pertinent to this
project including record drawings, existing right-of-way plat and drawings, horizontal and
vertical control survey data, traffic projections, title searches, section quarter section location
and descriptions, and other data relative to the scope of the project.
2. Retain the services of an analytical lab to test the sediment and parent material.
3. Retain the services of a soils consultant to provide any necessary geotechnical evaluation and
recommendations.
4. Retain the services of an archaeological and historical consultant to provide any necessary
screening and investigation.
5. Provide easement acquisition services, including appraisals as required.
