Steve Haas called the meeting to order at 4:00 pm.
The minutes from the 3/12/2019 TPAB meeting were accepted.

Mike Heimark
Mike Heimark, of 2340 Abbey Avenue, requests a stop sign at the
intersection of Abbey and Greenfield. He said he re alizes there is not
enough traffic to warrant a stop sign but wants someone to look at this
intersection. He said there was recently a crash at the intersection. He
also said there is a park at the end of Abbey Avenue.
Jim Collins said he would look at the crash history and warrants for
this intersection.

Jim told the Sanitation Department met with management of Manilla.
He said the overflow of trash here is because the contractor cannot get
to the dumpster to empty it due to parked vehicles. He explained
removing the parking until 9:00 a.m. Monday through Friday would
resolve this issue.
It was mentioned that all businesses in the area use the dumpsters but
Manilla manages them and that OPD would enforce this if passed by
City Council.

Rick Olig
Jim Collins introduced Rick Olig, of Olig Consulting. He told Mr.
Olig worked with the state DOT to develop this program. Jim said he
makes an annual report that identifies the high crash intersections in
the city. He is looking for tools to aid in identifying the intersections
with higher crash rates. He said the state of Wisconsin developed this
program which compiles the data from local law enforcement crash
reports. He explained this is the data he uses to create his annual
reports.
Rick Olig said he worked for the Fond du Lac Sheriff’s Department for
35 years. He explained from 2001 – 2009 accident reports were
manually entered, from 2010 – 2016 accident reports were mapped
and in 2017 accident reports used GPS locations and dropped a pin on
a map which is updated the next day. Mr. Olig demonstrated some
the features of the program and offered free training on the program
for employees, such as the OPD supervisor.

Jim Collins said Oregon Street construction, from 16th to 21st Avenues,
has started.
He told construction on Hazel Street, from Washington to Irving
Avenues, will soon begin.

There was mention of the six month closing of the Oshkosh Avenue
Bridge to traffic for maintenance beginning the end of 2019, along
with the temporary signals at Oshkosh Avenue / Westfield Street, the
future of the Oshkosh Avenue / Sawyer Street intersection, and the
WIOUWOSH trail by Oshkosh Corp.
There was also mention of future public input meetings once a
consultant is selected for the Jackson/Church corridor plan.
Steve Herman suggested a left turn arrow on Witzel Avenue at
Westhaven Drive at peak times. Jim Collins said pedestrian push
buttons have now been installed here. He stated this was not a high
crash intersection and is a county highway so we would need to work
with them. Jim said he would look into it and talk with the highway
commissioner.
