PURPOSE: APPROVE AMENDMENT TO 2019 OPERATIONS BUDGET FOR:
A) MEMORIAL TREE PROGRAM $4,000.00
B) FIRE SAFETY BALLISTIC PROTECTION $15,289.45
C) FIRE SAFETY EQUIPMENT DEPARTMENT$4,807.00
INITIATED BY: CITY ADMINISTRATION
WHEREAS,the Common Council has adopted the 2019 Operations Budget,which
is on file in the Office of the City Clerk and available for public inspection; and
WHEREAS, it is necessary to amend the 2019 Budget to allow funding for the
planting of trees in the Memorial Tree Program Account; and
WHEREAS, it is necessary to amend the 2019 Budget to allow for the purchase of
ballistic protection for Fire Department emergency responders; and
WHEREAS, it is necessary to amend the 2019 Budget to include funding for
unanticipated pieces of equipment necessary for the Oshkosh Fire Department.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the 2019 Budget, on file in the City Clerk's Office, is hereby amended with
adjustments as listed in attached Amendment 4.

RE: Approve Amendment to 2019 Operations Budget — Memorial Tree Program
BACKGROUND
On November 14, 2018 the Common Council adopted the 2019 budgets. At that time, no
expenses were anticipated from the Memorial Tree Program Account. This account is used to
accept grants, donations, and sponsorships to support the planting of memorial trees and is
essentially a designated donation account.
ANALYSIS
The grants, donations, and sponsorships described below are not currently shown within the
operating budget. Project expenses will be paid from the account.
FISCAL IMPACT
The total fiscal impact of this budget amendment is $4,000.00. The amendment will authorize
funding for the planting of trees to account - street tree/landscaping supplies 0333-0620-6535-
11401.
RECOMMENDATION
Staff recommends that Council approve this resolution.

RE: Budget Amendment for 2019 Fire/Safety 217-0230
BACKGROUND
In the Fall of 2018, Capital Credit Union awarded a grant to the Oshkosh Fire Department for
the purchase of ballistic protection for its emergency responders. At that time, the funds were
deposited into the Fire/Safety account until research and development could occur as to what
would best provide for the safety of the rescuers.
ANALYSIS
Extensive research has been conducted and the desired vests, helmets, and armor plating have
been identified. OFD has worked with Purchasing to navigate the procurement process. After
the funds are made available by this amendment, the purchase is ready to be executed. This
purchase will enable us to better provide for the safety of our employees during active threat
incidents.
FISCAL IMPACT
The amount of $15,289.45 will be covered through available fund balance within the Fire/Safety
Special Fund. A Budget amendment will be prepared for the machinery & equipment account
(0217-0230-7204) in order to complete the purchase.
RECOMMENDATION
The recommendation would be that Common Council approve this amendment so purchasing
the equipment can occur. This will allow us to continue a high level of service and keep our
community and our employees safe.

RE: Budget Amendment for 2019 Fire/Safety 217-0230
BACKGROUND
With the recent purchase of a new cascade system and air compressor for the Oshkosh Fire
Department it has become apparent that there is additional unanticipated pieces of equipment
that need to be purchased. This is part of an ongoing effort over the past two years to replace
and update the fire department's respiratory protection. The additional cylinders, connection
adaptation kits, and the cylinder storage rack will increase the versatility, usefulness, and safety
of the equipment that is already in place.
ANALYSIS
The amendment will allow for the purchase of equipment that meets all applicable industry
safety standards. The need for this equipment was identified by the department's Safety
Committee and Air Program Manager. This purchase is being made secondary to their
recommendations and will be of direct benefit to the department.
FISCAL IMPACT
The amount of $4,807.00 will be covered through available fund balance within the Fire/Safety
Special Fund. A Budget amendment will be prepared for the machinery & equipment account
(0217-0230-7204) in order to complete the purchase.
RECOMMENDATION
The recommendation would be that Common Council approve this amendment so purchasing
the equipment can occur. This will allow us to continue a high level of service and keep our
