PURPOSE: APPROVE AMENDMENT TO PROFESSIONAL SERVICES
AGREEMENT FOR SAWYER CREEK WATERSHED STORM
WATER MANAGEMENT PLAN UPDATE / STRAND
ASSOCIATES, INC. (+$30,000.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and Strand Associates, Inc. previously entered into a
professional services agreement in which Strand for updating the storm water
management plan for the Sawyer Creek Watershed; and
WHEREAS, additional services requested by City staff include: adding up to sixty
(60) detention basins into the H & H model, preparing sensitivity analysis, updating the
H&H models to modify the floodway,floodplain, and flood storage maps, assisting City
with options to move forward with mapping without adopting flood storage districts in
the County, and communicating with the Federal Emergency Management Agency and
the Wisconsin Department of Natural Resources.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section
12-16 of the Municipal Code to enter into an amended agreement with Strand Associates,
Inc. and said City officials are authorized and directed to take those steps necessary to
implement the terms and conditions of the final agreement.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

Sawyer Creek Watershed Stormwater Management Plan Update
Dear Mr. Rabe:
This is Amendment No. 1 to the referenced Proposal.
Under Scope of Services, ADD the following:
"14. Add up to 60 basins provided by City with 0.7 acre-feet or more of storage into the hydrology
and hydraulic (H&H) model (approximate fee $7,500).
15. Prepare a sensitivity analysis of the minimum size of basins to remain in H&H model and be
included in the flood storage districts (approximate fee $2,500).
16. Update the H&H models to modify the floodway, floodplain, and flood storage district maps
after preparing the sensitivity analysis (approximate fee $5,000).
17. Assist City with options to move forward with mapping without adopting flood storage districts
in the County (approximate fee $10,000).
18. Communicate with FEMA and WDNR regarding mapping options if flood storage districts in
the County are not adopted (approximate fee $5,000)."
Under Compensation, CHANGE $182,500 to "$212,500."
Under Schedule, CHANGE December 31, 2017, to "June 30, 2019."

RE: Approve Amendment to Professional Services Agreement for Sawyer Creek
Watershed Storm Water Management Plan Update / Strand Associates, Inc.
(Strand) ($30,000)
BACKGROUND
A professional services agreement with Strand for updating the storm water management plan
for the Sawyer Creek Watershed was approved by the Common Council on December 13, 2016.
During the course of the project, additional services were requested by City staff.
ANALYSIS
The additional services requested include: Adding up to sixty (60) detention basins into the
hydrology and hydraulic (H & H) model, preparing a sensitivity analysis of the minimum size of
basins to remain in and be included in the flood storage districts, updating the H & H models to
modify the floodway, floodplain, and flood storage district maps, assisting City with options to
move forward with mapping without adopting flood storage districts in the County, and
communicating with the Federal Emergency Management Agency and the Wisconsin
Department of Natural Resources regarding mapping options if flood storage districts in the
County are not adopted.
FISCAL IMPACT
Staff has reviewed the amendment and the costs. The amount of this amendment is not to exceed
$30,000. This will raise the total agreement amount to $212,500. Funds for this project are
included in the Storm Water section of the 2017 Capital Improvement Program.

RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. I have reviewed the amendment and in accordance with Section 12-16 of the Code,
I am hereby recommending the Common Council approve this amendment.
