FOR STORM SEWER LATERALS / VARIOUS LOCATIONS ($599,814.06) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City Manager prepared, submitted and recommended a Capital Improvement Program for the year 2019, wherein was listed all anticipated revenue and expenditures for said year, which program has been filed with the Common Council and the City Clerk, and is available for public inspection; and WHEREAS, the City of Oshkosh has advertised for bids for storm sewer laterals / various locations for Department of Public Works and it is necessary to amend the CIP to allow for the purchase; and WHEREAS, the City of Oshkosh has heretofore advertised for bids for storm sewer laterals /various locations; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: WOOD SEWER & EXCAVATING, INC. E9238 County Road X New London, WI 54961 Total Bid: $599,814.06 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2019 Capital Improvement Program, on file in the City Clerk's Office, is hereby amended with adjustments as listed in attached Exhibit "5". Nos.0311-0410-7480-00000 Sidewalk Construction Fund 0317-0410-7480-03305 Special Assessments Fund - Storm Water 0321-0410-6801-04920 Contract Control Fund - Paving 0321-0410-6804-04920 Contract Control Fund - Storm Sewer City o� Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Justin Gierach, Engineering Division Manager / City Engineer Y4 (U1 DATE: May 9, 2019 RE: Approve CIP Amendment and Award Bid for Public Works Contract No. 19-20 Storm Sewer Laterals / Various Locations Wood Sewer and Excavating, Inc. / ($599,814.06) BACKGROUND The purpose of this project is to construct mini storm sewers and storm sewer laterals at various locations around the City. Properties include those who have requested a storm sewer lateral, and adjacent properties where minimal additional work is required to install a lateral. Properties also include those that have received orders from the Plumbing Inspector to cease discharging that is creating a public nuisance. The laterals allow the property owner to discharge sump pump water to the storm sewer system versus the ground surface. Sump pump discharges to ground surfaces can create standing water issues in the summer and ice in the winter on sidewalks and streets. ANALYSIS Engineering staff reviewed two (2) bids. The low bid was received from Wood Sewer & Excavating, Inc. of New London, Wisconsin. The total bid amount is $599,814.06. Due to the amount of construction work within the State of Wisconsin, contractors are busy and are having a hard time finding time to take on additional work. The storm sewer laterals project is very time intensive as the contractor jumps from site to site and is never able to make quality production rates. That, combined with rising costs of materials, drove prices higher than we have seen on this project in the recent past. FISCAL IMPACT The 2019 Capital Improvement Program (CIP) allocated $450,000 from Storm Water Utility Cash to fund this project. The resolution includes an amendment to the CIP to utilize an additional $167,700 of Storm Water Utility Fund Balance to increase the project budget in order to complete the project. The funding for the Street portion of this project will come from the Street CIP section of the Hazel Street Reconstruction project of the 2019 CIP. Following is a summary of the available funds and the estimated total construction cost, including ancillary costs such as engineering fees, landfill tipping fees, construction materials testing fees, and other construction -related expenses.
