Why do I wish to serve on the Council? My goal is to become a more productive member of our city. As a business owner, being completely invested in the decision making, I wish to have a better understanding of how our city government operates. From what I see happening around town (i.e. new construction) I feel the city is staying relevant with improving and updating different neighborhoods and commercial zones. An area I feel needs improving is the communication with the actual citizens. In my line of work I am uniquely situated in that I am having conversations with a wide range of our citizens. From the professional sector to the working class to the young adults (under 30), the concerns about our city government tend to center around the issue of 'perceived' misrepresentation or simply the lack of knowledge. I, myself, have never felt that my business is 'valued' by our city government. Now I understand 'being valued' is difficult to quantify or even concretely explain, but nonetheless, this is my perception and how I've always personally felt. I am applying to serve on the Council to not only satisfy my own predispositions but also to bridge the divide for others who may feel the same. I believe myself to be fair and open minded in my decision making as well as articulate in my communication. Ford Qualifications Statement RECEIVED April 11, 2019 CITY CLERK'S OFFICE I have significant experience, and a skillset, relevant to serving on the Oshkosh Common council. My entire professional career has involved state and local government. I have a clear understanding of the machinery of state and local government in Wisconsin, including extensive knowledge of policy, government structure, and the specifics of local government revenue generation and concepts such as municipal aid. My time working as a lobbyist taught me how things get done in Madison. My time at the Plan commission, and service to my neighborhood association, demonstrate my knowledge of the linkages between the community and Oshkosh city government. My formal education includes a Ph.D. in Urban Studies, which involved extensive training in planning, analytic methods, and managing the specific of public management. For six years I have taught masters level public budgeting, thus demonstrating my expertise in local government finance. And as my students can attest, I have a passion for the details of local government budgeting that will translate well into service on the city council. In summary, I believe both my skillset, and professional experience, are highly relevant to service on the Oshkosh City Council. Michael R. Ford Personal Statement April 11, 2019 RECEIVED Ir• CITY CLERK'S OFFICE I am writing to express my interest in the open common council position with the City of Oshkosh. Work first brought my family and I to Oshkosh six years ago, and since then we have fallen in love with the community. My wife and I both work here, our kids attend public school here, and we are active members of a faith community here. I want to do my part to keep Oshkosh a great place to live, work, and play. Specifically, I seek to work collaboratively with the other members of the council to improve the efficiency and effectiveness of service delivery, celebrate and increase the diversity and inclusivity of our city, and represent the interests of Oshkosh citizens. I believe my demonstrated expertise in local government and commitment to public service in the City of Oshkosh will make me an asset to the Council. My professional career is centered on public service. I teach public sector budgeting, state and local government, analytic methods, and a variety of other courses in the University of Wisconsin Oshkosh's Masters of Public Administration program. When I am not teaching, I spend my workdays researching and writing about local governance. My career experience has helped me develop an in-depth knowledge of local government in Wisconsin, and establish collaborative relationships with organizations such as the Wisconsin League of Municipalities. I am confident this knowledge can make me a productive member of the Common Council. My civic engagement in Oshkosh has helped me understand the strengths, needs, and values of the Oshkosh community. I am confident that my experience with local issues that face the council and the residents of our city, my focus on community engagement, and my ability to work collaboratively to get things done qualifies me for City Council. In my five years working in Oshkosh at the Winnebago County Health Department and two and a half years living in the city as a renter, I have seen and experienced some of the issues facing our residents. I work in coalitions to create better systems to connect youth in our community and serve residents who experience housing insecurity and mental health and substance use disorders. I mentor at the Boys and Girls Club of Oshkosh to build up and empower young girls who will become the next generation of Oshkosh. As a renter, I have experienced the difficulty of finding affordable and safe housing that is also close to my workplace. As a millenial, I am concerned with the culture and climate of where I live and work, and I value a community that invests in and retains its residents. If appointed to the city council, I would use these experiences and insights to inform my decisions. I commend the city of Oshkosh for its progress to better engage the community in its decision-making processes. In order to fix the diverse set of challenges in our community, we need a diverse set of perspectives providing input and decision-making along the way. I value community engagement and would like to see more opportunities for residents to get engaged in the process, especially within boards and commissions. As a member of the Transit Advisory Board and a frequent attendee of the Sustainability Advisory Board, I see the opportunities for better engagement with residents before the issues come to Council. For example, before the Transit Advisory Board voted to propose a fare increase, I went to the downtown transit center and asked transit riders what they thought. When residents who experience the issues we work on, such as transit, inform the solutions and decisions, we get better outcomes in the long run. Collaboration and an ability to move past division to reach consensus is key as we grapple with complex challenges. In my experience working in coalitions and groups of people to solve complicated issues, I have developed my skills of finding common ground and similarities among multiple sides. As a member of the leadership team for the Zero Suicide Coalition of Winnebago, Outagamie, and Calumet Counties, I work to bring together health care providers, nonprofits, government agencies, and people with lived experience to prevent all suicides in our communities. It takes clear and consistent communication, transparency, and an openness to humility and vulnerability to tackle these issues together.
