HomeMy WebLinkAbout19-14 REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH,WISCONSIN MAY 15, 2019 19-14 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: DETERMINATION OF NECESSITY; ESTABLISH FAIR MARKET VALUE; AUTHORIZE PURCHASE — 653 MOUNT VERNON STREET ($18,000) WHEREAS, the Redevelopment Authority previously approved the Near East Redevelopment Area; and WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to acquire property within the boundaries of said Redevelopment Area to assist in the elimination and prevention of blighting influences and promote urban renewal; and WHEREAS, the property and interest to be acquired includes land and buildings, if any, exclusive of equipment and fixtures both movable and immovable, and is described as: 653 Mount Vernon Street EAST 120 FEET OF LOT 4 BLOCK 43 LEACH'S MAP IN THE 4TH WARD, CITY OF OSHKOSH, WINNEBAGO COUNTY, WISCONSIN (TAX #904-0258-0000) NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that the Authority certifies that in order for said purpose to be accomplished, it is necessary for the property described above to be acquired.It is further determined by the Authority that acquisition of said property is hereby determined necessary pursuant to the provisions of Chapters 32 and 66 of the Wisconsin Statutes. BE IT FURTHER RESOLVED that the value of the property to be acquired, as described above, is hereby established at EIGHTEEN THOUSAND DOLLARS AND 00/100 ($18,000.00). Money for this purpose is appropriated from City Community Development Block Grant funds. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to purchase said property and execute all documents necessary to consummate this transaction. TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: May 7, 2019 SUBJECT: 19-14 Determination of Necessity; Establish Fair Market Value;Authorize Purchase—653 Mount Vernon Street($18,000) BACKGROUND Staff was approached by the owner of 653 Mount Vernon to acquire the property to the City. The property is in the Near East Redevelopment Area. The house is assessed for $36,900. The owner agreed to a sale price of$18,000. ANALYSIS Staff has inspected the building and the costs of rehabilitation would far outweigh the value of the house. Demolition would cost about$10,000. The lot is 33' x 120', which could allow for the construction of a new affordable single family home or be combined with an adjacent lot. The RDA owns several parcels on the west side of Jefferson Street and one parcel on the east side of Jefferson Street. The house is located in one of the lowest scoring blocks on the Quality of Life Map. The property and block score below average for condition, police calls and foreclosures. The house condition could be a contributing factor to the low score for the block. Removing the house will increase the block and neighborhood score. FISCAL IMPACT CDBG funds will be used for the acquisition and demolition tipping fees. There are adequate funds available for this type of blight removal project. RECOMMENDATION The RDA approves the determination of necessity, establishes the fair market value at $18,000 and authorizes acquisition of 653 Mount Vernon Street.
