HomeMy WebLinkAboutItem 3 - Quaker Mural OSHKOSH LANDMARKS COMMISSION TO: Landmarks Commission FROM: Steven Wiley, Staff Liaison DATE: May 1st, 2019 SUBJECT: Item 3: Quaker Mural Restoration—Amy Albright, Cassie Daniels, and Leif Larson 1.) Initiated by: Amy Albright, Cassie Daniels, and Leif Larson The property is the building at 107 Algoma Boulevard,which is a contributing structure in the North Main Street Historic District. The existing Quaker mural is on the North wall of the building and discussions have started regarding the restoration of this mural. The group (Amy Albright, Cassie Daniels, and Leif Larson)has met and discussed the proposal with the property owner (Mario Ambas). They are now approaching the Landmarks Commission to describe their ideas,have a discussion, and obtain input. 2.) Is the item related to an Historic District/contributing, listed individually, Landmarked or eligible? This property is a contributing structure located in the North Main Street Historic District. It is not locally landmarked or listed individually. 2a.) Does item conform with all Local, State, or other Ordinances, Statutes? The group has included City staff(Darryn Burich and Steven Wiley) in the discussion and staff will work to ensure that any proposal complies with the City ordinances. Staff has not yet involved the Wisconsin Historical Society but believes that input from the state preservation architect will be valuable in the process. 2b.) Has the State Historical Society been notified or involved? Not yet— Staff wanted the group to make the Landmarks Commission aware of the proposal first. 2c.) Are other organizations or entities involved? Yes—Marlo Ambas and his business (Manila),the Downtown Business Improvement District (BID), and Oshkosh Convention and Visitor's Bureau. 3.) Are Historic Tax Credits applicable for this item? Staff is unsure and will have to verify with the state. 4.) Does this pertain to municipally-owned structures? No. The property in question is privately owned. 5.) What is the Commission priority#for this item? Ongoing projects and property owners that approach the Commission for input are a top priority of the Commission, along with other ongoing tasks. If you are unable to attend this meeting,it is important to notify Steven Wiley (920-236-5062) in case a quorum cannot be attained. OSHKOSH LANDMARKS COMMISSION 5a.) Does the Commission have enough information for action(s)? The Commission should have enough information to provide input and make recommendations after hearing from the group involved. Leif presented to the rest of the group on his initial ideas and this presentation could lend some insight for the Commission. Discussion Considerations 1.) More research or follow up on Item? Staff will have to help determine whether the proposal complies with local ordinances. Discussion occurred on whether the mural is considered a sign or not. If the mural is considered a sign, sign restrictions would apply. Staff will also have to follow up with Mark Buechel of the Wisconsin Historical Society. 2.) Evidence of"original"? Restore to what time period? The ghost of the mural exists on the wall currently, and historic photographs exist of comparable murals. 3.) Replacement Materials: accepted by State Historical society? N/A 4.) Consideration of'undo hardship on ownersT Funding sources? Potentially grants or assistance from donors,the Convention and Visitors Bureau, and BID. 5.) Take actions? The Commission will want to discuss the proposal and provide direction and input to staff and the group interested in restoring the mural. 6.) Follow up?
