OSHKOSH COMMITTEE ON AGING (COA) MINUTES
February 5, 2019
A.)Ms. Richey called the meeting to order at 8:00 a.m.
B.) PRESENT: Claude Benedict;Judy Richey; Ron Duerkop; Sue Ashton; Lurton
Blassingame

C.) APPROVAL OF MINUTES:
D.)Citizens Statements-Judy Richey introduced Heidi Basford-Kerkhof, Heidi will be
appointed to serve on the Committee on Aging, on February 12, 2019. She will finish
Peggy Bellin's term. (5/31/2020)
E.) NEW BUSINESS:
a. Holly Keenan and Kaylee Lyons presented a power point on Winnebago Catch-A-Ride
(WCAR), a partner of Feonix-Mobility rising. This program was developed in response
to transportation barrier sin Winnebago County. It does not intend to duplicate existing
transportation services, but does intend to increase access to transportation. This is a
pilot program through a grant offered by Easterseals Project Action Consulting for a
total of$100,000.00. A recommendation was to develop a pilot program to fill the rural
transportation gaps in Winnebago County, in response this program was developed.
• Planning Committee: East Central Wisconsin Regional Planning Commission;
Make the Ride Happen; Winnebago County Health Department; Department of
Workforce Development and UW-Extension
• Strategic Partners: Feonix-mobility Rising and Make the Ride Happen are
essential to the operation of WCAR.
• Goals: Expand Make the Ride Happen; Coordinate existing transportation
assets of Winnebago County; identify gaps in transportation and how they can
be met; partner with Winnebago County healthcare providers to increase access
to transportation for their patients; partner with Winnebago County employers
to increase access to transportation for their employees
• Greater Oshkosh Economic Development Corporation received a$30,000
Commute to Careers Workforce Development Grant. Funds will be used to
subsidize fares and mileage costs and make the available services affordable to
unemployed, underemployed, disabled and low-income workers through
WCAR rides.
• Forward Services Corporation (FSC) nonprofit employment and training
organization that helps low-income individuals. FSC has become one of the
first "communities" of WCAR. FSC will have a person who can schedule rides
for their clients using the WCAR technology as well as their own set of riders
and drivers. The City of Omro WCAR community is to recruit and retain
volunteer drivers. They will encourage their drivers to donate their mileage for
fundraisers that will benefit the entire Omro community.
• Mileage Reimbursement: Volunteer drivers will receive .58 per mile. They have
the choice to keep the reimbursement or they can choose to donate their mileage
reimbursement to a local non-profit. Drivers will have a background check;
need insurance; smart phone with data plan; 18+; good driving record and
desire to make a difference
• Cost for rider: trip booked by call center, $3 booking fee plus .58 per mile
• Trip booked by website, $2 fee plus .58 per mile
• Trip booked by smartphone app, $2 fee plus .58 per mile

F.) OLD BUSINESS:
The committees presented their updated strategic plan goals for 2019.
a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Lurton
Blassingame- attended Go Neighborhood meeting, explained the committee is trying to
improve the quality of life for seniors. Requested identifying seniors within each
association and possibly have a survey and rate from 1-10 the quality of life and list
suggestion for improvements.
b) Affordable Transportation and Delivery Services for Seniors-Judy Richey- see

c) Create Community Design & Policy that supports an Age Friendly community-Jean

d) Improve Communication and Visibility of Available Services to Seniors-Ron

G.)OTHER BUSINESS:
State of the City March 18, 2019 and Caring for the Caregiver Conference April 11, 2019.
H.)ADJOURNMENT:
Mr. Benedict moved to adjourn at 9:10am, Mr. Blassingame seconded, motion carried to
adjourn at 9:10 am.
