These barriers effect the way they live their life- from job opportunities to where they can buy groceries. Winnebago Catch-A-Ride (WCAR) has been developed in response to transportation barriers in Winnebago County. WCAR does not intend to duplicate existing transportation services, but does intend to increase access to transportation. nackground A group of concerned individuals representing several sectors of Winnebago County met to discuss the rural transportation gaps and barriers that exist within the County in 2016. The group titled their discussion the "Winnebago County Rural Transportation Conversation". They used strategic planning tools to develop goals, which focused on employment/healthcare transportation, asset management, marketing/education and filling the gap. Subgroups were created to focus on each goal. In 2017 Winnebago County was among 10 communities from across the country selected to receive the Accessible Transportation Community Initiative Grant offered by Easterseals Project Action Consulting for a total of$100,000. The grant was used to develop an action plan and implement recommendations. One of the recommendations was to develop a pilot project to fill the rural transportation gaps within Winnebago County, in response, WCAR has been developed. Feonix- Mobility Rising is a non-profit organization based in Lincoln, Nebraska. The mission of Feonix is "to enhance transportation options for vulnerable and underserved communities using: state-of-the-art technology, advanced marketing techniques, local champions and community advocates, and data driven outcomes." A partnership with Feonix gives WCAR technology that is suited for filing gaps in transportation services and meeting needs that are not being met. Make the Ride Happen is a program of Lutheran Social Services and currently serves Calumet, Outagamie, and Winnebago County. Make the Ride Happen has a call center that coordinates transportation provided by volunteer drivers for older adults and people with disabilities. Make a Ride Happens call center will be available for WCAR riders who prefer calling more than using the website platform or smartphone application. WCAR also benefits from Make the Ride Happen's expertise. Goals r' • Expand Make the Ride Happen • Coordinate existing transportation assets of Winnebago County • Identify gaps in transportation and how they can be met in Winnebago County • Partner with Winnebago County healthcare providers to increase access to transportation for their patients • Partner with Winnebago County employers to increase access to transportation for their employees 3 i i Featured Projects WCAR has been established with the support of several community partners. A few organizations have begun unique projects within the structure of WCAR. Greater Corporation 053 VJ Greater Oshkosh Economic Development. Corporation received a $30,000 Commute to Careers Workforce Development Grant. Grant funds will be used to subsidize fares and mileage costs and make the available services affordable to unemployed, underemployed, disabled„ and low-income workers through WCAR rides. Forward Services r r i Forward Services Corporation (FSC) is a nonprofit employment and training organization that helps lova-income individuals. Barriers in transportation is a common experience with clients at FSC. FSC has become one of the first "Communities" of WCAR. As a WCAR Community, FSC will have a person who can schedule rides for their clients using the WCAR technology as well as their own set of riders and drivers, City r The focus of the City of Gmro WCAR Community is to recruit and retain volunteer drivers. The City of Omro will encourage volunteer drivers to donate their mileage for fundraisers that will benefit the entire ©mro Community. 4 Logistics Technology WCAR has technology suited for filling gaps in transportation services and meeting needs that are not being met. The technology has the capability to create a centralized list of transportation providers and the capacity to develop an on-demand volunteer driver service. The technology WCAR uses is powered by QRyde and administered and branded by Feonix. QRyde is "Built on 20 years of transportation technology experience, QRyde offers a proprietary, global technology platform which implements low cost transportation solutions in multiple markets." A comprehensive centralized list of transportation providers will be a benefit to WCAR riders as they will know all of their available options. Volunteer Drivers WCAR seeks to recruit and retain volunteer drivers. A robust volunteer driver network is a key component to the success of WCAR. They have a choice to keep the reimbursement or they can choose to donate their mileage reimbursement to a local non-profit. Riders A rider can be anyone who is seeking transportation for a trip that either an origin andlor destination in Winnebago County. The origin and destination for Winnebago County stipulation is a current requirement of the grant funding for WCAR. Riders are able to book a ride through the call center, website, or smartphone app. The prices vary and are listed below. A community could be anything from a business or healthcare center to a small town. As a Community a group can have a specific set of transportation providers and a specific set of riders that is only accessible for members of that Community. Each Community has a minimum of one user, at $49/user. The user has an account that has access and control over the Community's platform, the user could be social worker or nurse who already spends part of their time finding rides for clients, Insurance As a partner of Feonix, WCAR's volunteer drivers are covered under Feonix's Volunteer Insurance through CIMA. CIMA is the largest volunteer driver insurance program in the United States. Through Feonix's policy there is excess automobile liability insurance, excess volunteer liability insurance, as well as excess accident medical coverage. Feonix also has a Commercial General Liability policy covering claims for bodily injury, death, personal injury or property damage with minimum limits of Two Million Dollars ($2,000,000) for each occurrence with a General Aggregate limit of Two Million Dollars ($2,000,000). Feonix also carries a Comprehensive Automobile Liability covering ownership, operation and maintenance of all owned, non-owned and hired automobiles used in connection with performance support in a community with a minimum limit of One Million Dollars ($1,000,000) each occurrence. Feonix also carriers Cyber Liability Insurance a covering claims for technology errors & omissions; security and liability; privacy regulatory claims; security breach response; and cyber extortion with minimum limits of One Million Dollar ($1,000,000) for each occurrence with a General Aggregate limit of One Million Dollars ($1,000,000). 7 WCAR Programs Employment Transportation Greater Oshkosh Economic Development Corporation's (GO EDC) Commute to Careers Workforce Development Grant has provided a low-cost option for Employment Transportation. This program provided 2417, on demand employment transportation services for workers throughout the greater Oshkosh area. This program is not meant to duplicate services, but rather fill gaps for existing transportation services throughout Winnebago County. Therefore, this service cannot be used in areas or during times when other viable transportation is available. Individuals can connect with others who work at the same or neighboring businesses to rideshare. The driver and riders can create accounts using the QRyde platform and all mileage reimbursement payments will be managed in the system.
