OSHKOSH COMMITTEE ON AGING (COA) MINUTES
December 4, 2018
A.)Ms. Richey called the meeting to order at 8:03 a.m.
B.) PRESENT: Julie Maslowski; Xandy Kloeckl Claude Benedict;Judy Richey; Ron
Duerkop; Sue Ashton;Lurton Blassingame
STAFF: Jean Wollerman, Senior Services Manager; Bobbie Luft, Office Assistant
EXCUSED: Peggy Bellin
ABSENT: Deb Allison-Aasby
C. APPROVAL OF MINUTES:
Mr. Blassingame moved to accept the minutes as written, Mr. Benedict seconded. Motion
carried to accept the minutes as written.
D.)Citizens Statements- Heidi Basford-Kerkoff provided a brief description of the Geriatric
Behavioral Health Floor at Ascension Mercy.
• Currently have 8 beds
• 2019 will grow to 16 beds
• Age 65 or older
• Admitted through Emergency Department for acute mental health
• Average stay is 10-14 days
Ms. Richey questioned how the numbers have been since opening. Ms. Basford-Kerkoff
stated they have occupied four beds and are reaching the greater area within an hour. She
stated the majority of the patients have depression. Ms. Basford-Kerkoff passed out
brochures.
E.) NEW BUSINESS:
a) Review of the 2012 & 2017 Strategic Plans- Discussed the difference and
accomplishments from 2012 plan to current plan. Ms. Richey presented an overall
review that she passed out to committee members.
F.) OLD BUSINESS:
a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Lurton
Blassingame-Provided Pam Ruder with Neighborhood Associations with handouts
that explain who the Committee on Aging is. Pam meets with the associations once a
month to provide information. Xandy suggested to contact the associations directly.
b) Affordable Transportation and Delivery Services for Seniors-Judy Richey- Mrs.
Maslowski suggested using the Transit website, she said it is a great resource as she
uses the transit system regularly. Mr. Benedict stated that Bella Vista has a nice bus for
transportation. Mrs. Maslowski explained they use it to take residents out to various
locations. She stated the Celebration of Lights will be sponsored by Bella Vista and
Lakeshore tonight, on December 15th they will have Festival of Tree form 1-4 pm and
participants can vote for their favorite, Santa will attend from 1-2 pm and music from 2-
4 pm.
c) Create Community Design & Policy that supports an Age Friendly community-Jean
Wollerman-Mrs. Wollerman stated that if there is any concern or suggestions for
changes to ordinances, should be discussed with this group and they will advocate
them. Mrs. Wollerman reminded everyone about the snow removal ordinance
pertaining to sidewalks.
d) Improve Communication and Visibility of Available Services to Seniors-Ron
Duerkop-Mr. Duerkop explained he thought the 2012 plan was vague on specifics
regarding transportation concerns. He stated the 2017 plan was more involved and
more specific. He explained two phases to improve access to affordable
transportation and delivery services for seniors.
• Phase I: Assess-Determine what is current situation (providers, committees
working on this, costs, gaps in service, etc.)
• Phase II: develop a comprehensive 24/7 transportation program for seniors and
disabled (much of this is being done by the East Central Wisconsin Regional
Planning Commission and Make the Ride Happen)
He explained to collect and connect information gathered; 1st with partner agencies,
2nd inventory the true needs and 3rd educate on programs and facilities.
Mr. Duerkop explained there is a property fraud alert; people will put your property
into their name.
Mr. Duerkop stated the Medicare Open Enrollment ends Friday, December 7th. He
suggested to review your plan and if you need to make changes for next year to get it
in by the 7th

Mr. Duerkop moved to adjourn, Mr. Benedict seconded, motion carried to adjourn at 9:00
am.
